How can a future ESDI be organized and how will it be related to the already existing organizations, NATO, the EU, and the WEU? As a basis for the study of European Security and Defense Identity (ESDI), this paper will describe the term and development of ESDT including the present status of ESDI in relation to the involved organizations, The North Atlantic Treaty Organization (NATO), the European Union (EU) and the Western European Union (WEU). The paper will define major interests by looking at those European countries which seek further integration within the EU, other European countries including non-EU Allies and the United States (US).

They also explore a number of critical issues: Why is it that NATO cannot end the Yugoslav conflict? Why do the Americans and West Europeans quarrel over a European Security and Defense Identity? Why is it that the states of Central and Eastern Europe cannot simply join NATO? Is the CSCE becoming the pan-European security organization that will bear responsibility for preventing or managing future conflicts? The book offers careful analysis of the pivotal years of reform between 1989 and 1992. In the first section, the contributors assess those developments from the viewpoint of the key institutions—NATO, CSCE, the European Union, and its security arm, the Western European Union (WEU). They then examine the policies of the key allies—the United States, the United Kingdom, Germany, and France. The book concludes that the current problems in European security affairs are directly explained by the discord, divergences, and contradictions that have characterized the crucial formative years of these newly significant organizations. In the closing chapter, the editors suggest pragmatic political initiatives for strengthening these groups in the near future.

The US should support ESDI on the condition that it continues to evolve within the context of NATO. ESDI should result in stronger and more capable allies who will be better partners for the US in pursuit of shared interests and values. Any EU or NATO operation in the foreseeable future will rely on US capabilities. The US can leverage its technological strengths, as well as its mobility, aerial refueling, and reconnaissance capabilities to maintain its leadership role in Europe. By supporting ESDI, the US can shape its development in a manner that will be beneficial to both sides of the Atlantic. Failure to support ESDI risks further damaging an already strained relationship with Europe.

For many, the end of the Cold War reflected a possible end of NATO's existence. The prediction of NATO's inevitable demise has so far been wrong. NATO is still in good shape, but the NATO of yesterday does not exist anymore. The Alliance has been downsized, reorganized, redeployed and regenerated under a different concept. To summarize, the organization has undertaken a double process of adaptation, internally and externally. Internally, NATO military forces have reduced their size and readiness, improved their mobility, flexibility and adaptability to different contingencies and relied on a greater use of multinational formations. In addition, an agreement on a new command structure that foretells a reduction from 65 headquarters at present to 20 has been reached. Externally, NATO has opened itself to the East by creating at first the North Atlantic Cooperation Council and in 1994 the Partnership for Peace program. In addition, the Alliance has remained open to membership of other European countries. To date, twelve nations have asked to join NATO and three have already signed the Protocols of Accession. In the meantime, the European Union Member States "reactivated" the Western European Union (WEU) in an effort to establish a European Security and Defense Identity. In 1996, the WEU was given permission to conduct its own military missions using NATO assets, through the concept known as Combined Joint Task Force. These decisions have created the conditions for a valid European defense system. Now the question is to identify a more suitable equilibrium between the two "pillars" of the Atlantic Alliance, American and European. Equilibrium that is essential for the future of European and U.S. relations.

With globalization will come new security threats that will demand new and innovative solutions; old ideas and old strategies applied to new security problems just won't work. Nowhere is this more apparent than in the context of US-European security affairs. Since 1945, the US strategy in Europe, and through the North Atlantic Treaty Organization (NATO), has been ensuring stability and prosperity in close proximity to the Soviet Union and the Warsaw Pact. Second only to national survival has been the reconstitution and security of Europe. In the year 2000, has the US obtained its Cold War goals regarding Europe? There is no longer any credible threat to the territorial integrity of Europe; the economy of the European Union (EU) alone is near equal to that of the US and democratization and self-determination are flourishing. Is it necessary for the US to maintain its current level of military involvement and focus for these conditions to continue?
