By comparing the two largest countries of the subcontinent, Brazil and Mexico, Democratizing the State examines social accountability and social control regimes. These regimes are conceived configurations of relationships between actors, organizational structures, norms, and resources, all arranged in a stable and institutionalized manner to exert social control over state actors and functions. The book addresses the contrasting characteristics and different functions through which the citizenry and civil society exert control over state action in both countries. Characterizing these experiences broadly as regimes is novel and enlightening regarding the work of practitioners and scholars on political participation, social accountability, and democracy in the global South and the global North.

Book excerpt: Participatory democracy innovations aimed at bringing citizens back into local governance processes are now at the core of the international democratic development agenda. Municipalities around the world have adopted local participatory mechanisms of various types in the last two decades, including participatory budgeting, the flagship Brazilian program, and participatory planning, as it is the case in several Mexican municipalities. Yet, institutionalized participatory mechanisms have had mixed results in practice at the municipal level. So why and how does success vary? This book sets out to answer that question. Defining democratic success as a transformation of state-society relationships, the author goes beyond the clientelism/democracy dichotomy and reveals that four types of state-society relationships can be observed in practice: clientelism, disempowering co-option, fragmented inclusion, and democratic cooperation. Using this typology, and drawing on the comparative case study of four cities in Mexico and Brazil, the book demonstrates that the level of democratic success is best explained by an approach that accounts for institutional design, structural conditions of mobilization, and the configurations, strategies, behaviors, and perceptions of both state and societal actors. Thus, institutional change alone does not guarantee democratic success: the way these institutional changes are enacted by both political and social actors is even more important as it conditions the potential for an autonomous civil society to emerge and actively engage with the local state in the social construction of an inclusive citizenship.

What does this trend portend for the deepening of democracy in the region? Benjamin Goldfrank has been studying the development of participatory democracy in Latin America for many years, and this book represents the culmination of his empirical investigations in Brazil, Uruguay, and Venezuela. In order to understand why participatory democracy has succeeded better in some countries than in others, he examines the efforts in urban areas that have been undertaken in the cities of Porto Alegre, Montevideo, and Caracas. His findings suggest that success is related, most crucially, to how nationally centralized political authority is and how strongly institutionalized the opposition parties are in the local arenas.

Much has been written about how decentralization has fostered democratization, but informal power relationships inherited from the past have complicated the ways in which citizens voice their concerns and have undermined the accountability of elected officials. In this book, Andrew Selee seeks to illuminate the complex linkages between informal and formal power by comparing how they worked in three Mexican cities. The process of decentralization is shown to have been intermediated by existing spheres of political influence, which in turn helped determine how much the institution of multiparty democracy in the country could succeed in bringing democracy “closer to home.”

Uno de los objetivos principales de los acuerdos de paz y el proceso de construccin de paz, era fortalecer los incipientes procesos democriticos en el per odo del posconflicto. Mis de una d(r)cada ha transcurrido desde que los acuerdos fueron suscritos. En ambos casos la democracia electoral o pol tica ha logrado mantenerse vigente y el sistema pol tico ha tenido una apertura. Los combatientes armados en ambos pa ses han ahora formado sus propios partidos pol ticos, han participado en elecciones y han obtenido puestos en el Congreso. Sin embargo, muchos problemas persisten y la democracia dista de estar consolidada. La democratizacin en ambas sociedades, se ve confrontada con muchos problemas antiguos y por nuevos desaf os. Sin duda alguna la paz ha tenido un impacto en la democratizacin, pero algunas ireas han avanzado mis que otras y algunas pueden haberse incluso estancado. Existen diversos estudios individuales acerca de los procesos de negociacin e implementacin de la paz en Guatemala y El Salvador. Sin embargo, se ha escrito muy poco desde una perspectiva comparada. Ademis, se han llevado a cabo pocos anilisis integrales acerca del desarrollo democritico reciente en esos pa ses. Book excerpt: Between 1995 and 1996 in Tepoztlan, Morelos, a movement was made against the construction of a large tourist development project. The case gained international attention as community members rejected their elected officials, designed their own local government and eventually won bitter victory against both the state and the internationally financed corporation developing a golf course and country club. This work focuses on how, in a time of generalized political change in Mexico, activists blended local, national and transnational courses of identity and social change to produce political practices that allowed them to win redress of their grievances, to alter local social relations and to contribute to changes within the national political system. Here, the anti-golf movement is chronicled. Important symbolic and organizational networks within Tepoztlan that took part in the conflict are explored. The role of global influences on the community's everyday life is examined, as well as the ways in which the movement contributed to the evolution of a more democratic culture. Parallels in the more recent movement in Atenco against the construction of Mexico City's new international airport are analyzed.

Although Chile has gained political stability and grown economically, the ability of social policies to expand democratic governance and participation has proved limited, and in fact such policies have become subordinate to an elitist model of democracy and resulted in a restrictive form of citizen participation.
