There is substantial exploration of the digital gender divide in the literatur e. Yet the answers to questions regarding differential access and use of information and communication technologies are mostly inconclusive. This study tries identify the information needs of the rural poor with gender dissagregated statistics.

Democratic Rural Organizations: Thresholds for Evolution in Africa and Asia traces the evolution of democratic rural organizations from small groups to larger, NGO financed, multi-tier democratic rural organizations in recent years. Rural citizens have historically formed democratic organizations by their own initiative, to enhance economic and social wellbeing, but in recent years rural mobilization processes are frequently initiated and supported by national Civil Society Organizations (CSOs), who are financed and guided by international NGOs, a process which has had mixed results. Using rich empirical material from Uganda, India, Bangladesh and Cambodia, Democratic Rural Organizations: Thresholds for Evolution in Africa and Asia identifies eight thresholds which represent practical stages in the development pathway of democratic rural organizations and influence success or failure. America’s trailer parks, most in rural places, shelter an estimated 12 million people, and the authors show how these parks serve as a private solution to a pressing public need. Singlewide considers the circumstances of families with school-age children in trailer parks serving whites in Illinois, Hispanics in New Mexico, and African Americans in North Carolina. By looking carefully at the daily lives of families who live side by side in rows of manufactured homes, Salamon and MacTavish draw conclusions about the importance of housing, community, and location in the families’ dreams of opportunities and success as signified by eventually owning land and a conventional home. Working-poor rural families who engage with what Salamon and MacTavish call the "mobile home industrial complex" may become caught in an expensive trap starting with their purchase of a mobile home. A family that must site its trailer in a land-lease trailer park struggles to realize any of the anticipated benefits of homeownership. Seeking to break down stereotypes, Salamon and MacTavish reveal the important place that trailer parks hold within the United States national experience. In so doing, they attempt to integrate and normalize a way of life that many see as outside the mainstream, suggesting that families who live in trailer parks, rather than being "trailer trash," culturally resemble the parks’ neighbors who live in conventional homes.

Welfare Reform in Persistent Rural Poverty examines welfare participants who live in chronically poor rural areas of the United States where there are few job opportunities and poor systems of education, transportation, and child care. Kathleen Pickering and her colleagues look at welfare reform as it has been experienced in four rural and impoverished regions of the United States: American Indian reservations in South Dakota, the Rio Grande region, Appalachian Kentucky, and the Mississippi Delta. Throughout these areas the rhetoric of reform created expectations of new opportunities to find decent work and receive education and training. In fact, these expectations have largely gone unfulfilled as welfare reform has failed to penetrate poor areas where low-income families remain isolated from the economic and social mainstream of American society.
