Book excerpt: India has made it clear that its development goals will be in alignment with the Sustainable Development Goals (SDGs), as NITI Aayog prepares the vision document for the country’s development for the 15 years beyond the Twelfth Five-Year Plan. The global success of SDGs over the next 15 years will depend, to a large extent, on India’s performance. However, India is faced with formidable challenges not only in implementing its national health and nutrition goals, but also in tracking its progress towards those targets. In July 2016 the Observer Research Foundation organised a panel discussion on the subject, titled, “Better Data for Better Health: Developing an Indian Approach on Indicators to Achieve SDGs”. This Special Report draws policy lessons built around the key themes shared during the event. A longer paper is in progress.

Book excerpt: The achievement of global sustainable development goals (SDGs) depends largely on India’s progress, given the country’s massive size and its moderate historical success in key health and nutrition outcomes over the last several years. This further increases the relevance and need for effective monitoring of India’s performance, through timely and disaggregated data, which ensures systematic assessments and course-correction. As India will be depending mainly on surveys to supply target-related data in the medium run, this paper classifies existing health and nutrition indicators from the draft National Indicator Framework (NIF), in terms of data availability. By highlighting the gaps in available data, the authors make specific recommendations to streamline existing surveys to align them with the requirements of an NIF for the SDGs. The authors review the draft NIF released by the Ministry of Statistics and Programme Implementation (MoSPI), and propose a revised one as part of this exercise.

Crop yields, aquatic populations and forest productivity will decline, invasive insect and plant species will proliferate and desertification, soil salinization and water stress will increase. Each of these impacts will decrease food and nutrition security, primarily by reducing access to and availability of food, and also by increasing the risk of infectious disease. Although increased biofuel demand has the potential to increase incomes among producers, it can also negatively affect food and nutrition security. Land used for cultivating food crops may be diverted to biofuel production, creating food shortages and raising prices. Accelerations in unregulated or poorly regulated foreign direct investment, deforestation and unsustainable use of chemical fertilizers may also result. Biofuel production may reduce women’s control of resources, which may in turn reduce the quality of household diets. Each of these effects increases risk of poor food and nutrition security, either through decreased physical availability of food, decreased purchasing power, or increased risk of disease. The Impact of Climate Change and Bioenergy on Nutrition articulates the links between current environmental issues and food and nutrition security. It provides a unique collection of nutrition statistics, climate change projections, biofuel scenarios and food security information under one cover which will be of interest to policymakers, academia, agronomists, food and nutrition security planners, programme implementers, health workers and all those concerned about the current challenges of climate change, energy production, hunger and malnutrition.

Book excerpt: This report presents the latest updates related to food security and nutrition in Europe and Central Asia, including estimates on the cost and affordability of healthy diets. It also explores how governments are supporting the food and agriculture sector and how to repurpose policies and incentives to make healthy diets more affordable and agrifood systems more environmentally sustainable. The new estimates confirm that the prevalence of hunger at chronic or severe levels is relatively low in the ECA region, through the prevalence of food insecurity at moderate or severe levels can be quite high. The region is seeing alarmingly high – and rising – rates of overweight and obesity. The COVID-19 pandemic has added 25.5 million people in the region to the ranks of the moderately or severely food insecure, leaving them without access to safe, nutritious and adequate food. The war in Ukraine has made the situation worse. Almost all ECA subregions are experiencing increased costs and reduced affordability of healthy diets because of higher food prices and lower incomes. This report contains an in-depth analysis of the repurposing of food and agricultural policies to ensure the food systems transformation is better suited to addressing the “triple challenge” of achieving food security and good nutrition for better health, providing livelihoods to farmers and others connected to the sector, and reducing the nature and climate footprint of the sector. This report also reviews complementing policies within and outside of agrifood systems to assess whether repurposing efforts are impactful in the ECA region.
