Its author also humanizes the middle class by describing the lives of four small business owners: Harry Lane, Will Daly, William U'Ren, and Lora Little. Lane was Portland's reform mayor before becoming one of only six senators to vote against U.S. entry into World War I. Daly was Oregon's most prominent labor leader and a onetime Socialist. U'Ren was the national architect of the direct democracy movement. Little was a leading antivaccinationist. The Radical Middle Class further explores the Portland Ku Klux Klan and concludes with a national overview of the American middle class from the Progressive Era to the present. With its engaging narrative, conceptual richness, and daring argumentation, it will be welcomed by all who understand that reexamining the middle class can yield not only better scholarship but firmer grounds for democratic hope.

Oregon Politics and Government provides not only an overview of the state?s politics and government; it also explains how the divide between progressives and conservative populists defines Oregon politics today. ø Early in the state?s history, reformers championed many causes: the initiative and referendum process for setting public policy, the recall of public officials, the direct election of U.S. senators, and women?s suffrage. Conventional wisdom assigns this responsibility to the courts, on the grounds that liberty can only be protected through judicial interpretation of bills of rights. In fact it is difficult for many people even to conceive of any other way that rights might be protected. John Dinan challenges this understanding by tracing and evaluating the different methods that have been used to protect rights in the United States from the founding until the present era. By examining legislative statutes, judicial decisions, convention proceedings, and popular initiatives in four representative states-Massachusetts, Virginia, Michigan, and Oregon-Dinan shows that rights have been secured in the American polity in three principal ways. Throughout the eighteenth and nineteenth centuries, rights were protected primarily through representative institutions. Then in the early twentieth century, citizens began to turn to direct democratic institutions to secure their rights. It was not until the mid-twentieth century that judges came to be seen as the chief protectors of liberties. By analyzing the relative ability of legislators, citizens, and judges to serve as guardians of rights, Dinan's study demonstrates that each is capable of securing certain rights in certain situations. Elected representatives are generally capable of protecting most rights, but popular initiatives provide an effective mechanism for securing rights in the face of legislative intransigence, and judicial decisions offer a superior means of protecting liberties in crisis times. Accordingly, rather than viewing rights protection as the peculiar province of any single institution, this task ought to be considered the proper responsibility of all these institutions. By undertaking a comparison of these institutional methods across such a wide expanse of time, Keeping the People's Liberties makes a highly original contribution to the literature on rights protection and provides a new perspective on debates about the contemporary role of representative, populist, and judicial institutions.

Book excerpt: Postmaster General James A Farley�s famous toast �to the forty-seven states and the soviet of Washington� introduces and sets the tone for this study of Washington State radicalism. The state�s colorful reputation for radical movements was established in the 1920s and 1930s by free speech fights, strikes, strong labor organizations, and woman suffrage reforms. Charles LeWarne finds the roots of this radicalism in the communitarian experiments of the late nineteenth century. Through analyses of several of these experiments, LeWarne demonstrates that the influence of a coterie of liberals and radicals centered on Puget Sound in such communities as Home, Burley, Freeland, Equality, and Port Angeles was felt in the state long after the �utopias� they came to colonize had ceased to exist. Probably the most famous of the experiments was Home Colony on Joe�s Bay near Tacoma. From a nucleus of three families, Home grew to over two hundred residents and lasted for more than twenty years. Its reputation for anarchism and flamboyance contributed to a jail sentence conviction for one editor of the Home newspaper for publishing an editorial called �The Nude and the Prudes.� Readers interested in current social movements and lifestyles will find many enlightening parallels with recent communal attempts, particularly the rejection of traditional values and the belief in a perfectible world. Whatever the differences within individual colonies, the communitarian ideal has certain general characteristics that find their way into each of these attempts to form a perfect society. Historians will welcome this treatment of an important part of the social and cultural history of the area. The book contains a mine of previously scattered information on the subject. It is a delightful footnote to the history of the Puget Sound region.

Isn't this what America ought to be about? Proposition 13 in California's 1978 election paved the way; the past decade saw more than 450 such actions; now in many states direct legislation dominates the political agenda and defines political—and public-opinion. While this may appear to be democracy in action, Richard Ellis warns us that the initiative process may be putting democracy at risk. In Democratic Delusions he offers a critical analysis of the statewide initiative process in the United States, challenging readers to look beyond populist rhetoric and face political reality. Through engaging prose and illuminating (and often amusing) anecdotes, Ellis shows readers the "dark side" of direct democracy—specifically the undemocratic consequences that result from relying too heavily on the initiative process. He provides historic context to the development of initiatives-from their Populist and Progress roots to their accelerated use in recent decades-and shows the differences between initiative processes in the states that use them. Most important, while acknowledging the positive contribution of initiatives, Ellis shows that there are reasons to use them carefully and sparingly: ill-considered initiatives can subvert normal legislative checks and balances, undermine the deliberative process, and even threaten the rights of minority groups through state-sanctioned measures. Today's initiative process, Ellis warns, is dominated not by ordinary citizens but by politicians, perennial activists, wealthy interests, and well-oiled machines. Deliberately misleading language on the ballot confuses voters and influences election results. And because many initiatives are challenged in the courts, these ostensibly democratic procedures have now put legislation in the hands of the judiciary. Throughout his book he cites examples drawn from states in which initiatives are used intensively—Oregon, California, Colorado, Washington, and Arizona-as well as others in which their use has increased in recent years. Undoing mistakes enacted by initiative can be more difficult than correcting errors of legislatures. As voters prepare to consider the host of initiatives that will be offered in the 2002 elections, this book can help put those efforts in a clearer light. Democratic Delusions urges moderation, attempting to teach citizens to be at least as skeptical of the initiative process as they are of the legislative process—and to appreciate the enduring value of the representative institutions they seek to circumvent.
