Though long neglected and, until now, never translated into English, it deserves an equal place alongside his commentaries on Aristotle and Boethius. In addition to the extensive annotation, bibliography, and thorough introduction, this translation is accompanied by two valuable appendices. The first provides a translation of another version of proposition 29 of the Book of Causes, which was not known to St. Thomas. The second lists citations of the Book of Causes found in the works of St. Thomas and cross-references these to a list showing the works, and the exact location within them, where the citations can be found.

This question is particularly important today given the Trump administration's clear disregard for the reigning liberal international order in the United States. Across the globe, there is also uncertainty over what China might seek to replace that order with as it continues to amass power and influence. Together, these developments mean that what motivates great powers to shape and change order will remain at the forefront of debates over the future of world politics. Prior studies have focused on how the origins of international orders have been consensus-driven and inclusive. By contrast, Kyle M. Lascurettes argues in Orders of Exclusion that the propelling motivation for great power order building has typically been exclusionary. Dominant powers pursue fundamental changes to order when they perceive a major new threat on the horizon. Moreover, they do so for the purpose of targeting this perceived threat, be it another powerful state or a foreboding ideological movement. The goal of foundational rule writing in international relations, then, is blocking that threatening entity from amassing further influence, a motive Lascurettes illustrates at work across more than three hundred years of history. Far from falling outside of the bounds of traditional statecraft, order building is the continuation of power politics by other means.

When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Goemans brings theoretical rigor and empirical depth to a long-standing question of securities studies. He explores how various government leaders assess the cost of war in terms of domestic politics and their own postwar fates. Goemans first develops the argument that two sides will wage war until both gain sufficient knowledge of the other's strengths and weaknesses so as to agree on the probable outcome of continued war. Yet the incentives that motivate leaders to then terminate war, Goemans maintains, can vary greatly depending on the type of government they represent. The author looks at democracies, dictatorships, and mixed regimes and compares the willingness among leaders to back out of wars or risk the costs of continued warfare. Democracies, according to Goemans, will prefer to withdraw quickly from a war they are not winning in order to appease the populace. Autocracies will do likewise so as not to be overthrown by their internal enemies. Mixed regimes, which are made up of several competing groups and which exclude a substantial proportion of the people from access to power, will likely see little risk in continuing a losing war in the hope of turning the tide. Goemans explores the conditions and the reasoning behind this "gamble for resurrection" as well as other strategies, using rational choice theory, statistical analysis, and detailed case studies of Germany, Britain, France, and Russia during World War I. In so doing, he offers a new perspective of the Great War that integrates domestic politics, international politics, and battlefield developments.
