Towards the end of the twentieth century there was a resurgence of thinking about politics, economics and society referred to variously as the 'New Right’, the radical right, neo-conservatism, economic liberalism or libertarianism. Although the New Right is not a single coherent movement it represented a clear alternative to the prevailing social-democratic consensus and had had considerable influence on government policy in both America and Britain. This book presents an introductory survey of the New Right worldwide. It examines the varieties of free-market and 'monetarist' economic thought and introduces the reader to the public-choice critique of public policy. In political philosophy the book analyses American and British conservative thought and compares conservatism with neo-liberalism. The author pays particular attention to the New Right’s analysis of constitutionalism and its critique of the dominance of ’politics’ over ’economics' during the high-point of the consensus period. The author assesses the success which the different schools of the New Right have had in influencing public opinion and in the formation of government policy. He does not argue for or against the New Right but presents a dispassionate survey from which the reader can draw his or her own conclusions.

When the volume ends in 1970, no such claims carried conviction. The empire had gone, central planning was in trouble, and even the British political system had become controversial. In an unusually wide-ranging, yet impressively detailed volume, Harrison approaches the period from unfamiliar directions. He explains how British politicians in the 1950s and 1960s responded to this transition by pursuing successive roles for Britain: worldwide as champion of freedom, and in Europe as exemplar of parliamentary government, the multi-racial society, and economic planning. His main focus, though, rests not on the politicians but on the decisions the British people made largely for themselves: on their environment, social structure and attitudes, race relations, family patterns, economic framework, and cultural opportunities. By 1970 the consumer society had supplanted postwar austerity, the socialist vision was fading, and 'the sixties' (the theme of his penultimate chapter) had introduced new and even exotic themes and values. Having lost an empire, Britain was still resourcefully seeking a role: it had yet to find it.

At its core was the 1935 General Plan for the Reconstruction of Moscow but the book was a study of planning in the Soviet rather than the Western sense. Thus it covered many aspects of the city’s social and economic life including industry and finance, education and housing production as well as governance and town planning. Much first hand detail is included, based on the visit and the authors’ meetings with Soviet officials and citizens that illustrate various points, usually in praise. The book made a significant contribution towards the growing arguments in 1930s Britain and other parts of the Anglophone world for a bolder, more comprehensive and more state-led approach to planning. In turn these arguments had an important impact in shaping the policies adopted in the 1940s.
