Book excerpt: Storage reservoirs represent one of the most effective tools for eliminating, or at least for minimizing, discrepancies in the time and space variations of water resources distribution and requirements. In fact, the different - often contradictory - and increasing demands on water resources utilization and control usually can be fulfilled only by building multi-purpose reservoir systems. In this way, the available water resources can be exploited and/or managed in a more rational way. Typically, the construction of a dam across a river valley causes water to accumulate in a reservoir behind the dam; the volume of water accumulated in the reservoir will depend, in part, on the dimensions of the dam. The size of the dam will normally affect the capital expenditure in a very significant way. Indeed the construction of large water resource control systems - such as dams - generally involves rather huge manpower and material outlays. Consequently, the elaboration of effectual methods of approach that can be used in establishing the optimal reservoir parameters is of great practical significance. For instance, in the design and operation oflarge multi-reservoir systems, simple simulation and/or optimization models that can identify potentially cost effective and efficient system design are highly desirable. But it should be recognized that the problem of finding optimal capacities for multi-reservoir systems often becomes computationally complex because of the large number of feasible configurations that usually need to be analyzed.

Book excerpt: This book introduces methods for solving the technical and economic problems posed by water reservoirs, so as to ensure they have the best possible economic and social effect. The significance of reservoirs and the development of their function in water management is assessed, and they are classified according to origin and placing. Among the methods for solving the reservoir's function, both graphical and numerical procedures are described, based on the probability theory and mathematical statistics. In the explanation of the supply function of the reservoirs, attention is paid to the processing of hydrological data, the respective probability distribution is assessed, the theory of stochastic processes is explained, and methods of modelling the sequence of mean annual and monthly discharges are mentioned. The demands of consumers and the reliability of water supply are analysed. All types of reservoir discharge control are presented, i.e. multi-year, annual, short-term and compensation. A solution is given for the discharge control in reservoir systems and in special cases of water management, as well as in individual reservoirs. To describe the flood control function of reservoirs, hydrological data are evaluated, the precision of the flood regime characteristics is assessed, the flood routing in a reservoir is resolved, and the question of flood control is discussed. Control of a reservoir is ensured by a special space, as well as by utilizing the supply and overflow components of the reservoir.A separate part is devoted to the water management operations of reservoirs, mentioning the rules for control of the discharge from reservoirs in permanent operation, mainly using central control, and for the study and evaluation of the water management function of reservoirs. The last part of the book describes solutions for new reservoir functions resulting from their incorporation into water management systems and their function in the environment. The basic types of water management systems are described, as well as conditions for their optimal operation. In a similar way, the distribution of investment and operation costs for the various parts of a complex water management project are discussed in detail, as well as the economic impact of the reliability of water supply and flood control. The physical, chemical, biological and social consequences of reservoirs and their significance in creating a cultural landscape are analysed.The book is mainly intended for those who are involved in the development, preparation and operation of water management schemes and students of graduate and post-graduate courses in the field of water management.

The main elements of the water-management system under consideration are retention reservoirs, among which water transfers are possible, and a network of connections between these reservoirs and water treatment plants (WTPs). System operation optimisation involves determining the proper water transport routes and their flow volumes from the retention reservoirs to the WTPs, and the volumes of possible transfers among the reservoirs, taking into account transport-related delays for inflows, outflows and water transfers in the system. Total system operation costs defined by an assumed quality coefficient should be minimal. An analytical solution of the optimisation task so formulated has been obtained as a result of using Pontryagin’s maximum principle with reference to the quality coefficient assumed. Stable start and end conditions in reservoir state trajectories have been assumed. The researchers have taken into account cases of steady and transient optimisation duration. The solutions obtained have enabled the creation of computer models simulating system operation. In future, an analysis of the results obtained may affect decisions supporting the control of currently existing water-management systems.

Book excerpt: The main objective of reservoir operation planning is to determine the amount of water released from a reservoir and the amount of energy traded in each time step to make the best use of available resources. This is done by evaluating the trade-off between the immediate and the future profit of power generation while meeting a set of constraints such as the continuity equations, transmission limits, generation and reservoir limits, flood control limits and load resource balance. Another important issue in these problems is uncertainty coming from spatial and temporal variability, inherent nature of a problem or parameter, errors in measurement due to human or technology inaccuracy and modeling errors. This research implements a Reinforcement Learning (RL) optimization algorithm to incorporate flood control constraints of the Columbia River Treaty. It considers the main sources of uncertainty in operating a large scale hydropower system: market prices and inflows by using a number of scenarios of historical data on inflow and energy prices in the learning process. The RL method reduces the time and computational effort needed to solve the operational planning problem.
