Book excerpt: The Eastern Nile riparian countries Egypt, Ethiopia and Sudan are currently developing several reservoir projects to contribute to the needs for energy and food production in the region. The Nile Basin, particularly the Eastern Nile Sub-basin, is considered one of a few international river systems with potential conflicts between riparian countries. In the absence of formal mechanisms for collaboration, the transboundary nature of this basin makes sound water resources development challenging. The large seasonal and inter-annual variability of the river flow exacerbates those challenges. A further complication is the high sediment load in the Eastern Nile rivers during the high flow season. This study contributes to fill relevant knowledge gaps through a better understanding of the methods needed for a complex system of multipurpose reservoirs, considering both water quantity and sediment load. The study quantifies the impacts of water resources development in the Eastern Nile basin and identifies system management options at both regional and country level. Developing a collaborative and unified perspective of the countries towards new projects can be beneficial for all. New operation rules are proposed for improving operation of the current system when new infrastructures are developed and operated either unilaterally or, ideally, cooperatively.

Book excerpt: Over the past few years on-site sanitation has been widely promoted as a solution which can be quickly implemented to address sanitation issues, and it is gaining traction. As such, treatment of the contents emptied from on-site containments has become a pressing issue. While dedicated treatment facilities for this purpose have been advocated, co-treating these wastes in sewage treatment facilities is a promising option, which many countries have implemented or are exploring. This option maximises the utilisation of city infrastructure. In cases where the existing sewage treatment facilities are underutilised, co-treatment presents a ready solution for managing fecal sludge and septage. In spite of co-treatment being a well-known practice in many countries, it remains clouded in uncertainty, especially regarding the technical advisability, and potential risks of co-treating fecal sludge or septage in sewage treatment plants. Planners and decision-makers are often very apprehensive in considering co-treatment. As a result, the opportunity to better utilise available infrastructure for co-treatment of sludge is often being missed. Meanwhile, there are also many cases where co-treatment has been tried, either successfully or otherwise, but it has not been possible to draw conclusions from these, to guide the way forward. This guide book explores some of the basic principles behind sewage treatment, and how it may be impacted by co-treatment of wastes from on-site containments, to try to throw some light on how co-treatment could be considered, in an incremental manner, recognising risks and mitigating them. It is intended to facilitate a better understanding among planners, engineers, decision makers and technical practitioners and to help them evaluate and consider the option of co-treatment.

Book excerpt: Reservoir operation is a multi-objective optimization problem, and is traditionally solved with dynamic programming (DP) and stochastic dynamic programming (SDP) algorithms. The thesis presents novel algorithms for optimal reservoir operation, named nested DP (nDP), nested SDP (nSDP), nested reinforcement learning (nRL) and their multi-objective (MO) variants, correspondingly MOnDP, MOnSDP and MOnRL. The idea is to include a nested optimization algorithm into each state transition, which reduces the initial problem dimension and alleviates the curse of dimensionality. These algorithms can solve multi-objective optimization problems, without significantly increasing the algorithm complexity or the computational expenses. It can additionally handle dense and irregular variable discretization. All algorithms are coded in Java and were tested on the case study of the Knezevo reservoir in the Republic of Macedonia. Nested optimization algorithms are embedded in a cloud application platform for water resources modeling and optimization. The platform is available 24/7, accessible from everywhere, scalable, distributed, interoperable, and it creates a real-time multiuser collaboration platform. This thesis contributes with new and more powerful algorithms for an optimal reservoir operation and cloud application platform. All source codes are available for public use and can be used by researchers and practitioners to further advance the mentioned areas.

Book excerpt: Storage reservoirs represent one of the most effective tools for eliminating, or at least for minimizing, discrepancies in the time and space variations of water resources distribution and requirements. In fact, the different - often contradictory - and increasing demands on water resources utilization and control usually can be fulfilled only by building multi-purpose reservoir systems. In this way, the available water resources can be exploited and/or managed in a more rational way. Typically, the construction of a dam across a river valley causes water to accumulate in a reservoir behind the dam; the volume of water accumulated in the reservoir will depend, in part, on the dimensions of the dam. The size of the dam will normally affect the capital expenditure in a very significant way. Indeed the construction of large water resource control systems - such as dams - generally involves rather huge manpower and material outlays. Consequently, the elaboration of effectual methods of approach that can be used in establishing the optimal reservoir parameters is of great practical significance. For instance, in the design and operation oflarge multi-reservoir systems, simple simulation and/or optimization models that can identify potentially cost effective and efficient system design are highly desirable. But it should be recognized that the problem of finding optimal capacities for multi-reservoir systems often becomes computationally complex because of the large number of feasible configurations that usually need to be analyzed.
