Accordingly, effective management of spent fuel continues to be a priority topic within the IAEA and its Member States. As an example, cask designers face evolving challenges including long term storage of higher burnup fuel with correspondingly higher initial enrichments, the use of mixed oxide (MOX) fuel, and obtaining regulatory approval for the use of burnup credit. As a result, the IAEA has organized a series of meetings to identify cask loading optimization issues in preparation for a technical report on Optimization of Cask/Container Loading for Long Term Spent Fuel Storage. This publication outlines the optimization process for cask design, licensing and utilization, describing three principal groups of optimization activities in terms of relevant technical considerations (e.g. criticality, thermal shielding, structural design, operation, maintenance and retrievability).--Résumé de l'éditeur.

Book excerpt: The licensing of spent fuel storage casks is generally based on conservative analyses that assume a storage system being uniformly loaded with design basis fuel. The design basis fuel typically assumes a maximum assembly enrichment, maximum burn up, and minimum cooling time. These conditions set the maximum decay heat loads and radioactive source terms for the design. Recognizing that reactor spent fuel pools hold spent fuel with an array of initial enrichments, burners, and cooling times, this study was performed to evaluate the effect of load pattern on peak cladding temperature and cask surface dose rate. Based on the analysis, the authors concluded that load patterns could be used to reduce peak cladding temperatures in a cask without adversely impacting the surface dose rates.

Book excerpt: ABSTRACT Dry storage cask designs for spent nuclear fuel are submitted to the U.S. Nuclear Regulatory Commission (NRC) for certification under Title 10 of the Code of Federal Regulations (10 CFR) Part 72, “Licensing Requirements for the Independent Storage of Spent Nuclear Fuel, High- Level Radioactive Waste, and Reactor-Related Greater Than Class C Waste.” The NRC staff technical review of these designs is performed in accordance with 10 CFR Part 72 and the “Standard Review Plan (SRP) for Spent Fuel Dry Storage Systems at a General License Facility” (NUREG-1536, 2010). To ensure that the cask and fuel material temperatures of the dry cask storage system will remain within the allowable limits or criteria for normal, off-normal, and accident conditions, a thermal review is performed as part of the application's technical review. Recent applications increasingly have used thermal-hydraulic analyses and computational fluid dynamics (CFD) codes (e.g., FLUENT) to demonstrate the adequacy of the thermal design. Therefore, in cooperation with the Division of Spent Fuel Storage and Transportation of the Office of Nuclear Material Safety and Safeguards, the Office of Nuclear Regulatory Research developed this guide to provide practical advice for reviewing CFD methods used in vendor applications and for achieving high-quality CFD simulations of a dry cask. To assist in the analysis, the report includes procedures, analysis methods, and acceptable assumptions.

Uranium enrichment has played a relatively quiet but important role in the history of efforts by a number of nations to acquire nuclear weapons and by a number of others to prevent the proliferation of nuclear weapons. For many years the uranium enrichment industry was dominated by a single method, gaseous diffusion, which was technically complex, extremely capital-intensive, and highly inefficient in its use of energy. As long as this remained true, only the richest and most technically advanced nations could afford to pursue the enrichment route to weapon acquisition. But during the 1970s this situation changed dramatically. Several new and far more accessible enrichment techniques were developed, stimulated largely by the anticipation of a rapidly growing demand for enrichment services by the world-wide nuclear power industry. This proliferation of new techniques, coupled with the subsequent contraction of the commercial market for enriched uranium, has created a situation in which uranium enrichment technology might well become the most important contributor to further nuclear weapon proliferation. Some of the issues addressed in this book are: A technical analysis of the most important enrichment techniques in a form that is relevant to analysis of proliferation risks; A detailed projection of the world demand for uranium enrichment services; A summary and critique of present institutional non-proliferation arrangements in the world enrichment industry, and An identification of the states most likely to pursue the enrichment route to acquisition of nuclear weapons.

It provides guidance for the safety review of license (specific or general) and certificate of compliance (CoC) renewal applications submitted by licensees and holders of CoCs for dry cask storage systems (DCSSs), respectively, as codified in Title 10 of the Code of Federal Regulations (10 CFR) Part 72, “Licensing Requirements for the Independent Storage of Spent Nuclear Fuel and High-Level Radioactive Waste, and Reactor-Related Greater Than Class C Waste.” A license authorizes a licensee to store spent fuel in an NRC-approved DCSS at a site under the requirements of 10 CFR Part 72. To renew a specific license, an applicant must submit a license renewal application at least 2 years before the expiration of the license in accordance with the requirements of 10 CFR 72.42(b). To renew a general license, the general licensee or the CoC holder must submit a renewal application at least 30 days before the expiration of the associated CoC in accordance with the requirements of 10 CFR 72.240(b). The NRC may renew a specific license or a general license for a term not to exceed 40 years, in accordance with 10 CFR 72.42(a) or 10 CFR 72.212(a)(3), respectively.
