Book excerpt: The existing approaches to the mathematical modeling and optimization of a water pollution problem are briefly surveyed. A proposed geometric programming model of a water pollution and treatment system, which easily lends itself to the theory and application of nonlinear programming sensitivity analysis techniques, is studied in detail. As in previous work by the author of the model, the optimal waste treatment facilities along the Upper Hudson River are presented for three different environmental policies, leaving the sensitivity analysis study for a following report. Previous results were obtained using a geometric programming code, while the present study makes use of the SUMT code. It is shown that the policy of fixed dissolved oxygen requirement yields the mininum annual waste treatment cost, relative to two other policies. Moreover, it is shown that a variable dissolved oxygen policy yields relatively uniform treatment levels in the treatment plants at appreciabley reduced cost compared to the costs involved in strict uniform treatment policy. the results of the present study are consistent with, but not identical to, the finding reported in previous work. The discrepancy in the coefficients involved in the dissolved oxygen constraints used by these two studies is the main reason for the differences observed. A listing of a computer program developed to calculate these coefficients is included. (Author).

According to the first principle of the Declaration of the United Nations Conference on the Human Environment which took place in Stockholm in 1972, "man .... bears a solemn responsibility to protect and improve the environment for present and future genera tions". The United Nations again in their desire to improve the sanitation conditions allover the world decided to proclaim the period between 1981-1990 as the "International Drinking Water Supply and Sanitation Decade." Although attempts have been made by inter national organizations to prevent pollution, it is difficult to say that these attempts gave satisfactory results in developing countries. The most common reasons of failure are: a) To find solutions to their environmental problems, develop ing countries usually seek the assistance of engineers and scientists from developed countries. Many times, how ever, either out of ignorance of the local condition or due to financial motivations, these experts come out with solutions which are far from being considered as the "most appropriate." As a result, the basic objective of protecting the environment is not achieved. b) Attempts made by developed countries to "export" their wastes - especially the hazardous ones - to the developing world, is another danger - and sometimes reason of failure encountered in the field of Environmental Management.

All U.S. coasts show signs of nutrient over-enrichment, and scientists predict worsening problems in the years ahead. Clean Coastal Waters explains technical aspects of nutrient over-enrichment and proposes both immediate local action by coastal managers and a longer-term national strategy incorporating policy design, classification of affected sites, law and regulation, coordination, and communication. Highlighting the Gulf of Mexico's "Dead Zone," the Pfiesteria outbreak in a tributary of Chesapeake Bay, and other cases, the book explains how nutrients work in the environment, why nitrogen is important, how enrichment turns into over-enrichment, and why some environments are especially susceptible. Economic as well as ecological impacts are examined. In addressing abatement strategies, the committee discusses the importance of monitoring sites, developing useful models of over-enrichment, and setting water quality goals. The book also reviews voluntary programs, mandatory controls, tax incentives, and other policy options for reducing the flow of nutrients from agricultural operations and other sources.

Because pollution is a direct or indirect consequence of waste, the seemingly idealistic demand for “zero discharge” can be construed as an unrealistic demand for zero waste. This book is one of the volumes of the Handbook of Environmental Engineering series. The principal intention of this series is to help readers f- mulate answers to the last two questions above. The traditional approach of applying tried-and-true solutions to specific pollution problems has been a major contributing factor to the success of en- ronmental engineering, and has accounted in large measure for the establi- ment of a “methodology of pollution control. ” However, the realization of the ever-increasing complexity and interrelated nature of current environmental problems renders it imperative that intelligent planning of pollution abatement systems be undertaken.
