Keeping the EMU convergence criteria and the increasing competitive pressure of a global market in mind, I make clear predictions about my expectations for the future of European industrial relations. As it stands, the trade unions throughout Europe are not in an optimal position regarding the future of collective bargaining at any level, as they are seen as main culprits in the stagnation of competitive advance. The ideological advance and economic implementation of neo-liberalism has clearly limited their negotiating power at the bargaining table, and dwindling membership rates are proof of decreased trust and confidence by employees everywhere. It therefore lies in the unions own hands to optimally adapt to the situation. Optimal response, in my opinion, is to converge interests and actions in a modern way. This modernity is reflected by not fighting the developments, but moving with them, and creating an optimal stance in future dialogue and representation. The unions cannot expect much support from the national governments in this transformation, so they must re-orientate their expectations and demands to a level both acceptable to the other social partners and beneficial for their own members. Implementing new kinds of services for the members and becoming involved in the development of a European system of social welfare are but two examples. The fundamental idea behind any such modernisation, however, is that unions must become potential representatives for all kinds of workers, whether unemployed or highly-skilled, and not only the traditional middle-class employed. Only then can the unions throughout Europe expect to remain respected as serious social partners and players, albeit in a different way than in the post-war decades. [...]

The project involved a substantial number of interviews with key union representatives and academic experts in each country, together with the collection of a large amount of union documentation and background material. The book gives an account of trade unionism in each country, the main recent challenges that unions have faced, and responses in terms of recruitment and mobilisation; organizational restructuring; new approaches to collective bargaining; changing political strategies; and international activities. The analytical starting point is that trade unions are conservative institutions containing significant veto points to organizational change, but at the same time can display dynamism and innovation, and that external challenges can therefore stimulate important internal adaptation. The book engages with the debates of the past two decades on union modernization and revitalization, and more generally with theories of institutional change and with the literature on varieties of capitalism. The central theme is that while trade unions do not easily change identities and core practices, they are not locked into inertia. Trade unions are not unitary actors but are internally contested organizations, and internal conflict is itself a potential source of dynamism. The literature on "revitalization" has tended to divide between the over-optimistic and the over-pessimistic; this study presents a more nuanced and differentiated account. Considering the destructive impacts of those policies on the working class and their unions, it explores three case studies in three productive sectors: the metal sector (Autoeuropa/VW); the telecommunications sector (PT-Telecom/Altice); and the transport sector (TAP – Air Portugal). In order to gather empirical information, the study uses qualitative methods, such as in-depth interviews and focus groups. The book shows that social dumping, brutal unemployment growth, increasing poverty levels, spreading precariousness, wage cuts and labour rights suppression were some of the consequences of this period on the working class and trade unions. Drawing on the “power resources” theoretical approach, it shows how trade unions were able to react and “reinvent” themselves in terms of certain forms of power, while others “imploded” or were relegated to a marginal role.
