Dispersal and propagule pressure are two primary drivers of the spatial-temporal ecological process of species invasion. In the case of riparian communities, stream flow drives the dispersal of vegetation propagules. After arriving at a location, establishment depends in part on propagule pressure. This research incorporates an invasive species spreading through a river network over time --with stochasticity in dispersal, death, and establishment success-- into a dynamic economic decision framework to determine the optimal spatial and temporal pattern of invasive species management efforts. The optimization model employs a Markov Decision Process (MDP) solved using numerical methods. The decision framework developed in this research improves on current economic models by modeling ecological processes of invasion in an explicitly spatial setting with stochasticity to better inform the allocation of management resources. The model is parameterized to simulate the spread and management of the riparian invasive shrub, Tamarix sp., and optimal policies are applied to Monte Carlo simulations over twenty years. Several other rule of thumb policies are applied in the same way for comparison purposes. Results demonstrate that generating management plans through integrating ecology and economic tradeoffs produces management patterns that emphasize a whole-network approach rather than reach by reach; use different management tools in different locations and at different times than economic or ecological models alone; and generates substantial cost savings over other policies. The model demonstrated marked economic efficiency gains in avoided costs by optimal management that reflects the spatial and temporal processes of species invasion. In particular, results showed that simplifications of the ecology that ignores low probability dispersal events lead to costly misspecification of management tool, location and timing. Overall, the integration of key ecological characteristics into a stochastic, spatio-dynamic economic optimization considering the state of the entire river network avoids large errors in the management tool, its location, and its timing that simpler frameworks prescribe.

Book excerpt: Temporal resources are defined as human or capital resources with a per-unit-time capacity that can be allocated to different services or products in different periods of time. Examples of temporal resources include machinery, computing power, warehouses, venues, staff, and specialized technology such as a chemical reactor. In this dissertation, I study the problem of dynamically allocating temporal resources to maximize revenue or to minimize costs when the decision-maker is uncertain about the outcome of decisions. I consider two different problems that represent challenges encountered in various industries. In the first chapter, I provide an introduction to the two problems presented in Chapters 2 and 3, discuss the respective motivating industries, and provide examples of broader applications. The first problem, presented in Chapter 2, is the sales of cloud services to owners of interactive (user-based) applications such as websites and mobile apps. If an application owner purchases the service, the provider hosts the application on the cloud and provides the computing power required to support the application users. Here, the units of resource (hardware capacity) allocated to an application over time is directly determined by the traffic-pattern of the application's users. Considering the resource capacity, the provider dynamically prices services to maximize revenue. I model the provider's pricing problem as a large-scale stochastic dynamic program. I decompose this multi-dimensional stochastic dynamic program into single-dimensional sub-problems by proposing a tractable decomposition procedure. I then extend the proposed framework to define an individualized dynamic pricing mechanism for the cloud provider. To evaluate the performance of the proposed pricing mechanism, I present novel upper bounds on the optimal revenue. The computational results show that the proposed model of selling cloud services achieves significantly greater revenue than the prevalent alternative, and that the presented pricing scheme attains near-optimal revenue. In the third chapter of my dissertation I analyze a catalyst-activated batch-production process with uncertainty in production times, learning about catalyst-productivity characteristics, and decay of catalyst performance across batches. The challenge is to determine the quality level of batches and to decide when to replenish a catalyst so as to minimize average costs consisting of inventory holding, backlogging, and catalyst switching costs. The temporal resource in this problem is the common reactor shared across batches and multiple products. I formulate this problem as a Semi-Markov Decision Process (SMDP), and use structural properties of the SMDP to define an effective two-level heuristic which is easy to interpret and implement, and to establish a lower bound on the optimal average cost to evaluate the heuristic. Through application to data from a leading food processing company, I show that the proposed methodology, in addition to attaining near-optimal costs, outperforms current practice by an average of 22 % reduction in costs.

In particular, we present the maximum principle and its use in the context of the emerging frontier of applications of optimal control of diffusive transport processes to environmental and resource economics. We show how optimal spatiotemporal control induces pattern formation and how deep uncertainty with a spatial structure can be handled with spatial robust control methods. Finally, we show how models with diffusive transport can be extended to allow for long-range effects and more general transport mechanisms.

Book excerpt: We consider large-scale, network-based, resource allocation problems under uncertainty, with specific focus on the class of problems referred to as multi-commodity flow problems with time-windows. These problems are at the core of many network-based resource allocation problems. Inherent data uncertainty in the problem guarantees that deterministic optimal solutions are rarely, if ever, executed. Our work examines methods of proactive planning, that is, robust plan generation to protect against future uncertainty. By modeling uncertainties in data corresponding to service times, resource availability, supplies and demands, we can generate solutions that are more robust operationally, that is, more likely to be executed or easier to repair when disrupted. The challenges are the following: approaches to achieve robustness 1) can be extremely problem-specific and not general; 2) suffer from issues of tractability; or 3) have unrealistic data requirements. We propose in this work a modeling and algorithmic framework that addresses the above challenges.
