Book excerpt: This book provides a framework for the design of competent optimization techniques by combining advanced evolutionary algorithms with state-of-the-art machine learning techniques. The book focuses on two algorithms that replace traditional variation operators of evolutionary algorithms by learning and sampling Bayesian networks: the Bayesian optimization algorithm (BOA) and the hierarchical BOA (hBOA). BOA and hBOA are theoretically and empirically shown to provide robust and scalable solution for broad classes of nearly decomposable and hierarchical problems. A theoretical model is developed that estimates the scalability and adequate parameter settings for BOA and hBOA. The performance of BOA and hBOA is analyzed on a number of artificial problems of bounded difficulty designed to test BOA and hBOA on the boundary of their design envelope. The algorithms are also extensively tested on two interesting classes of real-world problems: MAXSAT and Ising spin glasses with periodic boundary conditions in two and three dimensions. Experimental results validate the theoretical model and confirm that BOA and hBOA provide robust and scalable solution for nearly decomposable and hierarchical problems with only little problem-specific information.

Book excerpt: This book uniquely explores the role and governance mechanism of central banks by applying new institutional economics (NIE). Simultaneously, the book tests the analytical viability of NIE when applied to an organization that has both public and private characteristics. Special attention is paid to the Bank of Japan (BOJ) based on the author’s 30 years of work experience and “participant observation” there, touching upon discussion of central bank independence. The book argues that central bank independence cannot be defended solely by law, and a mechanism to eliminate requests from politicians needs to be embedded within the governance structure. The book also provides a comparative analysis between the BOJ and central banks in Europe and the USA. In reviewing the global financial crisis of 2008–2009, it suggests possible measures based on behavioral economics and public choice theory. These theory-based analyses provide useful insights when considering matters such as whether a central bank should issue electronic money or the European system of central banks could be established in Asia.

Should it pursue its security unilaterally or in cooperation with others? If the latter, how can its interests be best protected against opportunism by untrustworthy partners? In a major attempt to explain security relations from an institutionalist approach, David A. Lake shows how the answers to these questions have differed after World War I, during the Cold War, and today. In the debate over whether to join the League of Nations, the United States reaffirmed its historic policy of unilateralism. After World War II, however, it broke decisively with tradition and embraced a new policy of cooperation with partners in Europe and Asia. Today, the United States is pursuing a new strategy of cooperation, forming ad hoc coalitions and evincing an unprecedented willingness to shape but then work within the prevailing international consensus on the appropriate goals and means of foreign policy. In interpreting these three defining moments of American foreign policy, Lake draws on theories of relational contracting and poses a general theory of security relationships. He arrays the variety of possible security relationships on a continuum from anarchy to hierarchy, and explains actual relations as a function of three key variables: the benefits from pooling security resources and efforts with others, the expected costs of opportunistic behavior by partners, and governance costs. Lake systematically applies this theory to each of the "defining moments" of twentieth-century American foreign policy and develops its broader implications for the study of international relations.
