Book excerpt: The application of Linear Programming (LP) models in the resource allocation process of organizations with workload partitioned in discrete projects was examined by developing two integer and one mixed-integer, large-scale LP models. These models have been implemented to seek optimal five-year project plans for Naval-Air-Test-Center (NATC), involving a workforce numbered in hundreds and a budget of millions of dollars. In allocating resources, the optimal solution is the solution which yields the 'best' value, or the most desirous return to the organization; this return can also be called the solution benefit. Solutions should also be feasible in terms of the limitations on the availability of the resources by location and by time. MODEL-1 and MODEL-2 use a static workforce distribution and MODEL-3 allows limited reallocation of personnel to improve the solution; when reallocation is ordered, both reduction in labor efficiency and a penalty in the project benefit are introduced by MODEL-3. All three models have been implemented successfully using real data from NATC.

Book excerpt: Masters Theses in the Pure and Applied Sciences was first conceived, published, and dis seminated by the Center for Information and Numerical Data Analysis and Synthesis (CINDAS) * at Purdue University in 1957, starting its coverage of theses with the academic year 1955. Beginning with Volume 13, the printing and dissemination phases of the ac tivity were transferred to University Microfilms/Xerox of Ann Arbor, Michigan, with the thought that such an arrangement would be more beneficial to the academic and general scientific and technical community. After five years of this joint undertaking we had concluded that it was in the interest of all concerned if the printing and distribution of the volume were handled by an international publishing house to assure improved service and broader dissemination. Hence, starting with Volume 18, Masters Theses in the Pure and Applied Sciences has been disseminated on a worldwide basis by Plenum Publishing Corporation of New York, and in the same year the coverage was broadened to include Canadian universities. All back issues can also be ordered from Plenum. We have reported in Volume 24 (thesis year 1979) a total of 10,033 theses titles from 26 Canadian and 215 United States universities. We are sure that this broader base for theses titles reported will greatly enhance the value of this important annual reference work. While Volume 24 reports these submitted in 1979, on occasion, certain universities do report theses submitted in previous years but not reported at the time.

Available in PDF, EPUB and Kindle. Book excerpt: The Naval Weapons Center (NWC) is the Navy's primary research, development, test and evaluation facility for air-launch weapons. As such, its many ranges and associated equipment and personnel are used extensively for the testing of weapons systems. The Scheduling Office within the NWC Range Department is responsible for determining which test are conducted during each week. Since there are more test requests than time of facilities, the Scheduling Office struggles, by hand, to schedule as many test as possible. This thesis develops and implements an integer programming model designed to maximize the sum of priorities for test scheduled within a weekly master schedule. The X-System was used sequentially to solve five daily schedules to produce a weekly master schedule while insuring sufficient resources are available to conduct the test. The model selected a set of test and their test times from a pool of fifty tests with 1440 potential schedules. Thirty-eight of the fifty tests were scheduled using approximately eight and a half minutes of CPU time of an IBM 3033AP. This is considerably faster than the current manual process which requires an entire day to create a weekly schedule. Since the PHOENIX model was developed in the late eighties a number of theses addressing different equipment procurement and modernization problems have been written at the Naval Postgraduate School. Those models have a common thread of purpose data, and methods that suggest the possibility of building a common model subsuming those previous efforts. The model developed is a mixed- integer linear program written in GAMS, and its most appealing characteristic is the spreadsheet application that allows the user to enter data, solve the model, analyze its output, enter user feedback in the process of finding a new solution, and also to manage a collection of candidate solutions. With this approach difficulties are hidden from the user who interacts only with the spreadsheet and does not have to build his own model. The combination of a generic model and the visual programming capability of the spreadsheet provides the user with a tool to accomplish more complete, complex and sophisticated analysis.
