Many developing countries are experiencing stronger economic growth through increased private sector activity and increasing flows of private capital. The private sector has the managerial, organizational, and technological skills to address these challenges, and is already central to the lives of most poor people, as a source of employment and as a provider of goods and services. Development institutions, which form a link between government and the private sector, can help support initiatives that will deliver increased opportunity for all.

Such contributions presuppose an intentional focus on achieving the highest levels of health possible, which requires that conditions in communities, schools workplaces, and other settings promote health and address the social determinants of health for all community members. Many organizations, in both the private and public sectors, have been establishing partnerships to further healthy workplaces and health equity in general. Many are taking the lead in producing economic growth that is inclusive and responsive to the nation's diverse needs and populations. Increasingly, privateâ€"public partnerships are emerging as ways of doing business. Additionally, a variety of new developments in health, health care, and community benefits obligations that are part of the Affordable Care Act have contributed to this interest in economic growth and health and in the creation of new partnerships. To examine past successes and future opportunities, the National Academies of Sciences, Engineering, and Medicine held a workshop in November 2015. The workshop focused on the potential of the private sector to produce a triple bottom line: economic opportunity (including workforce development) and growth, healthy work and community environments, and improved employee health. At the same time, participants looked beyond the private sector to publicâ€"private partnerships and to public-sector actions that combine opportunities for economic growth and good health for all. This publication summarizes the presentations and discussions from the workshop.

Book excerpt: This study examines ways to increase food security, reduce poverty and achieve economic growth in sub-Saharan Africa with ‘water’ through increased participation of the private sector and publicprivatepartnerships. This report is a summary of the findings from a review of the literature and critical analysis thereof. The ‘private sector’ includes all farmers, farm households, and agriculture-based micro, small and medium enterprises (MSMEs). That is: all entities involved in crop, livestock and fish production and marketing, in post-harvest activities and food processing, and in supply chains for the goods, services and information used in the process. The study examines different types of agricultural water development and management. These include smallholder subsistence farming, cultivation of profit-oriented high-value crops, and peri-urban agriculture, as well as successful examples of private sector involvement in various functions or processes, including planning, design, construction, operations and maintenance. The spotlight on ‘water’ does not imply that other factors, such as off farm employment, market development and education, are unimportant.

It reviews a number of sectors, focusing on small and medium-size enterprises, where foreign investors might find opportunities for joint ventures and investments, including the stock market, financial services, information and communication technologies, agriculture, consumer goods, and private education. Prospects for growth in these sectors derive from Pakistan’s large and growing population, consumer spending trends, and other comparative advantages. This report should be treated not as a guide to investing but as a study of where U.S.-Pakistan policy dialogues might focus on connecting investors with entrepreneurs.

Book excerpt: The first comprehensive history of America’s attempts to promote international development by exporting private enterprise, a story marked by frequent failure and occasional success. Foreign aid is a primary tool of US foreign policy, but direct financial support and ventures like the Peace Corps constitute just a sliver of the American global development pie. Since the 1940s, the United States has relied on the private sector to carry out its ambitions in the developing world. This is the first full account of what has worked and, more often, what has failed in efforts to export American-style capitalism. Ethan Kapstein draws on archival sources and his wide-ranging experience in international development to provide penetrating case studies from Latin America and East Asia to the former Soviet Union, Afghanistan, and Iraq. After WWII the Truman and Eisenhower administrations urged US companies to expand across the developing world. But corporations preferred advanced countries, and many developing nations, including Taiwan and South Korea, were cool to foreign investment. The Cold War made exporting capitalism more important than ever, even if that meant overthrowing foreign governments. The fall of the Soviet Union brought new opportunities as the United States promoted privatization and the bankrolling of local oligarchs. Following the invasions of Afghanistan and Iraq, the United States believed it had blank slates for building these economies, but ongoing conflict eroded such hopes. Kapstein’s sobering history shows that private enterprise is no substitute for foreign aid. Investors are often unwilling to put capital at risk in unstable countries. Only in settings with stable governments and diverse economic elites can private enterprise take root. These lessons are crucial as the United States challenges China for global influence.
