Book excerpt: African nations have watched the recent civic dramas of the Arab Spring and Occupy Wall Street asking if they too will see similar civil society actions in their own countries. Nigeria—Africa’s most populous nation—has long enjoyed one of the continent’s most vibrant civil society spheres, which has been instrumental in political change. Initially viewed as contributing to democracy’s development, however, civil society groups have come under increased scrutiny by scholars and policymakers. Do some civil society groups promote democracy more effectively than others? And if so, which ones, and why? By examining the structure, organizational cultures, and methods of more than one hundred Nigerian civil society groups, Kew finds that the groups that best promote democratic development externally are themselves internally democratic. Specifically, the internally democratic civil society groups build more sustainable coalitions to resist authoritarian rule; support and influence political parties more effectively; articulate and promote public interests in a more negotiable fashion; and, most importantly, inculcate democratic norms in their members, which in turn has important democratizing impacts on national political cultures and institutions. Further, internally democratic groups are better able to resolve ethnic differences and ethnic-based tensions than their undemocratically structured peers. This book is a deeply comprehensive account of Nigerian civil society groups in the late twentieth and early twenty-first centuries. Kew blends democratic theory with conflict resolution methodologies to argue that the manner in which groups—and states—manage internal conflicts provides an important gauge as to how democratic their political cultures are. The conclusions will allow donors and policymakers to make strategic decisions in their efforts to build a democratic society in Nigeria and other regions.

Book excerpt: In November 2007 Adam Moore was conducting fieldwork in Mostar when the southern Bosnian city was rocked by two days of violent clashes between Croat and Bosniak youth. It was not the city’s only experience of ethnic conflict in recent years. Indeed, Mostar’s problems are often cited as emblematic of the failure of international efforts to overcome deep divisions that continue to stymie the postwar peace process in Bosnia. Yet not all of Bosnia has been plagued by such troubles. Mostar remains mired in distrust and division, but the Brčko District in the northeast corner of the country has become a model of what Bosnia could be. Its multiethnic institutions operate well compared to other municipalities, and are broadly supported by those who live there; it also boasts the only fully integrated school system in the country. What accounts for the striking divergence in postwar peacebuilding in these two towns? Moore argues that a conjunction of four factors explains the contrast in peacebuilding outcomes in Mostar and Brčko: The design of political institutions, the sequencing of political and economic reforms, local and regional legacies from the war, and the practice and organization of international peacebuilding efforts in the two towns. Differences in the latter, in particular, have profoundly shaped relations between local political elites and international officials. Through a grounded analysis of localized peacebuilding dynamics in these two cities Moore generates a powerful argument concerning the need to rethink how peacebuilding is done—that is, a shift in the habitus or culture that governs international peacebuilding activities and priorities today.

Using Iraqi Kurds and the Abkhaz of Georgia as case studies, this book addresses how ethnic identities become politicized across boundaries by states and political entrepreneurs, leading to mobilization of ethnic populations. This book bridges Middle Eastern studies with Post-Soviet studies, exploring the commonalities of cases in these regions to draw out patterns in cases of ethnic mobilization. In December 1995, the Dayton Agreements ended the war in Bosnia and Herzegovina and established a fragile peace between the former conflict parties. The settlement seemed morally wrong and politically impracticable, but still necessary in order to end violence of a scale and intensity not seen in Europe since the end of the Second World War. The leading contributors conclude that internationalized state-building can only serve well in the stabilization of states emerging from conflict if it draws on a well-balanced approach of consociational techniques, moderated by integrative policies, tempered by a wider regional outlook and sustained by resourceful and skilled international involvement. The experience of Bosnia and Herzegovina may not have scored full marks in all of these categories, but important lessons can be gleaned for other similar contemporary and future challenges that the international community no doubt will have to face. This book will be of interest to students and scholars of international organizations, civil wars and ethnic conflicts, international law and peace studies.

The damage now extends to U.S. relations with the rest of the world. Too often, political leaders place their own party’s interest in gaining and keeping power ahead of the national interest. Paul R. Pillar examines how and why partisanship has undermined U.S. foreign policy, especially over the past three decades. "Winning by process," as opposed to winning by war or agreement, represents the state's ability to gain advantage by manipulating the rules of negotiation, bargaining process, and sites of power and resources. In Myanmar, five such strategies allowed the state to gain through process: locking in, sequencing, layering, outflanking, and outgunning. The Myanmar case shows how process can shift the balance of power in negotiations intended to bring an end to civil war. During the last decade, the Myanmar state and military controlled the process, neutralized ethnic minority groups, and continued to impose their vision of a centralized state even as they appeared to support federalism.

Six country volumes (one each on Bangladesh, Nepal, Pakistan, Sri Lanka, and two on India, as well as two standalone volumes) comprising over fifty research papers and two book-length studies, detail the histories of sexual violence and look at the systemic, institutional, societal, individual and community structures that work together to perpetuate impunity for perpetrators. The essays in this volume focus on Nepal, which though not directly colonized, has not remained immune from the influence of colonialism in its neighbourhood. In addition to home-grown feudal patriarchal structures, the writers in this volume clearly demonstrate that it is the larger colonial and post-colonial context of the subcontinent that has enabled the structuring of inequalities and power relations in ways that today allow for widespread sexual violence and impunity in the country - through legal systems, medical regimes and social institutions. The period after the 1990 democratic movement, the subsequent political transformation in the aftermath of the Maoist insurgency and the writing of the new constitution, has seen an increase in public discussion about sexual violence. The State has brought in a slew of legislation and action plans to address this problem. And yet, impunity for perpetrators remains intact and justice elusive. What are the structures that enable such impunity? What can be done to radically transform these? How must States understand the search for justice for victims and survivors of sexual violence? The essays in this volume attempt to trace a history of sexual violence in Nepal, look at the responses of women's groups and society at large, and suggest how this serious and wide-ranging problem may be addressed.

Interventions are a performance of agency, but what happens if interventions are performed by forces that scholars have hardly ever considered as relevant agents in this regard? Based on a study of regional politics towards the crises in Burundi and Zimbabwe, the book analyses how these interventions shaped and changed the emerging regional interveners. The book engages political discourse theory, proposing an understanding of intervention as a field, in which multiple and heterogeneous interpretations of the violence, the crisis, and the future post-conflict order ‘meet'. It is not hard to imagine that this encounter is not harmonious per se but full of frictions. By making use of political discourse theory as a grammar for studying the complexity of an intervention, the focus is directed to the emerging subjectivities of regional interveners. This enables a view of regional interventions that neither reduces their subjectivity to universalist categories associated with 'liberal peace' nor overenthusiastically embraces them as the solution to all problems. This book will be of interest to students of international intervention, discourse theory, African politics, war and conflict studies, security studies and IR.
