Two questions were addressed: how can policymakers lay the policy foundation needed by an entrepreneurial economy, and how can more communities become "entrepreneurial hotspots?" Four general themes emerged from the focus groups: (1) the biggest challenge faced by the participants was finding and keeping talented people; (2) a successful entrepreneurial community depends on the local business culture (and especially networks); (3) good public policy maintains the entrepreneurial boom; and (4) the needs of entrepreneurs are mostly ignored by local economic development policies. Four key issues or needs were identified: (1) access to people, (2) access to seed capital, (3) access to information and infrastructure, and (4) proper relationship of government to entrepreneurs. The focus groups identified five critical local and regional factors needed for entrepreneurs to thrive: (1) diversity in sources of capital, (2) an enabling culture, (3) strong local networks, (4) a supportive infrastructure, and (5) "entrepreneur-friendly" government. Five broad policy implications emerged: (1) focus on people, (2) fund infrastructure needs, (3) re-examine the role of colleges and universities, (4) symbols matter, and (5) seed local networks. The secret of an entrepreneurial community is how regional development strategies and networks work together. Government's most effective tool is to stimulate building of networks and spur regional commitment to entrepreneurial development.
