First, the authors introduce the economic theory of agri-food value chains and value chain governance, focusing on domestic and regional trade in (and consumption of) food crops in a low-income country context. In addition to mainstream and heterodox thinking about value chain development, the book pays attention to political economy considerations. The book also reviews the empirical evidence on value chain development and performance in Africa. It adopts multiple lenses to examine agricultural value chains, zooming out from the micro level (e.g., relational contracting in a context of market imperfections) to the meso level (e.g., distributional implications of various value chain interventions, inclusion of specific social groups) and the macro level (underlying income, population and urbanization trends, volumes and prices, etc.).Furthermore, this book places value chain development in the context of a process the authors refer to as structural transformation 2.0, which refers to a process where production factors (labor, land and capital) move from low-productivity agriculture to high-productivity agriculture. Finally, throughout the book the authors interpret the evidence in light of three important debates: (i) how competitive are rural factor and product markets, and what does this imply for distribution and innovation? (ii) what role do foreign investment and factor proportions play in the development of agri-food value chains in Africa? (iii) what complementary government policies can help facilitate a process of agricultural value chain transformation, towards high-productive activities and enhancing the capacity of value chains to generate employment opportunities and food security for a growing population.

Using site visits to document the information, the 22 practical case studies and examples were developed across Africa to portray a diverse set of experiences that address different aspects of applying agricultural financing using a value chain approach. The cases are of varied length and complexity. Eighteen short case studies for use in time-constrained workshop settings are presented and together with four longer, highlight cases, which deal with more complex arrangements and business models. The longer ones are best for self-learning and for university and trainings when there is sufficient time for deeper analysis. The best practice cases presented represent a) diverse business models, b) risk mitigation tools and approaches for value chains and their financing, c) investment fund applications, d) digital applications, e) women’s value chain financing and f) policy issues along with three user-case scenarios. The document is organized with an introduction of the cases, a synthesis of the learning, presentation of each of the cases and summary tables for comparisons among them. Training facilitators can use the document as a whole or selectively use cases to fit their specific training needs. The document is meant to be a living document, with updates of cases and the expansion of the models and tools to fit the context of their application in diverse value chain and country settings.

Book excerpt: The African agricultural and food market is expanding quickly as indicated by World Bank projections that show that the value of Africa’s agriculture and agribusiness industry is expected to more than triple to reach USD 1 trillion by 2030, compared to 2010 (World Bank, 2013). This provides an opportunity to not only boost trade in food and non-food agricultural commodities and services within the continent but also enhance food security in Africa. Regional integration is also gaining momentum as evidenced by progress in the creation of customs unions and the initial steps in setting up a common external tariff at the regional level in a number of regional economic communities (RECs) such as the East African Community (EAC) and the Economic Community of West African States (ECOWAS). The establishment of the African Continental Free Trade Area (AfCFTA) further reinforces the gains achieved in regional integration and opens new market opportunities for farmers and other economic operators.It has been shown that the export of higher value-added products made in Africa is greater in regional markets than in external markets outside Africa, which are typically dominated by raw material exports. However, more than a decade after the adoption of the Comprehensive Africa Agriculture Development Programme (CAADP) in Maputo in 2003 by the New Partnership for Africa’s Development (NEPAD) in response to the stagnation of African agriculture, Africa continues to remain a marginal player, accounting for only 2.7 percent of world trade in goods and 5 percent of world agricultural trade (Bouët and Odjo, 2019).These figures are likely to trend downwards significantly in the near term due to the economic shock caused by the onset of the COVID-19 pandemic in 2020. The continent currently depends to a significant degree on extra-African sources for imports of food and agricultural products. The share of intra-African agricultural trade has been consistently below 20 percent in recent decades (Bouët and Odjo, 2019; AGRA, 2019). Comparable figures for intraregional agricultural trade are higher for Asia and Europe (more than 60 percent).

A brief literature review then focuses on five topics of particular relevance to African agricultural value chains. Book excerpt: Rapid population growth, poorly planned urbanization, and evolving agricultural production and distribution practices are changing foodways in African cities and creating challenges: Africans are increasingly facing hunger, undernutrition, and malnutrition. Yet change also creates new opportunities. The food economy currently is the main source of jobs on the continent, promising more employment in the near future in farming, food processing, and food product distribution. These opportunities are undermined, however, by inefficient links among farmers, intermediaries, and consumers, leading to the loss of one-third of all food produced. This volume is an in-depth analysis of food system shortcomings in three West African cities: Abidjan, Côte d’Ivoire; Rabat, Morocco; and Niamey, Niger. Using the lens of geographical economics and sociology, the authors draw on quantitative and qualitative field surveys and case studies to offer insightful analyses of political institutions. They show the importance of “hard†? physical infrastructure, such as transport, storage, and wholesale and retail market facilities. They also describe the “soft†? infrastructure of institutions that facilitate trade, such as interpersonal trust, market information systems, and business climates. The authors find that the vague mandates and limited capacities of national trade and agriculture ministries, regional and urban authorities, neighborhood councils, and market cooperatives often hamper policy interventions. This volume comes to a simple conclusion: international development policy makers and their financial and technical partners have neglected urban markets for far too long, and now is the time to rethink and reinvest in this complex yet crucial subject.

This new set of handbooks aims to address these gaps by providing practical guidance on SFVCD to a target audience of policy-makers, project designers and field practitioners. This first handbook provides a solid conceptual foundation on which to build the subsequent handbooks. It (1) clearly defines the concept of a sustainable food value chain; (2) presents and discusses a development paradigm that integrates the multidimensional concepts of sustainability and value added; (3) presents, discusses and illustrates ten principles that underlie SFVCD; and (4) discusses the potential and limitations of using the value-chain concept in food-systems development. By doing so, the handbook makes a strong case for placing SFVCD at the heart of any strategy aimed at reducing poverty and hunger in the long run.

Even though governments have intensified efforts to develop agriculture in the region, intra-regional trade in staple food grains is still very low. The main objective of the study is to provide CTA with an understanding of the salient features of the four food-grain value chains in the EAC region, and information and possible entry points about the types of commodities to be supported and the nodes of the food-grain value chains that interventions should focus on.

Building on this growth requires coherent trade and industrial policies supporting investments across countries and practical measures to reduce barriers to intra-regional trade and transport costs. The potential to develop a regional poultry value chain is substantial, considering that the South African deep-sea trade deficit in poultry is larger in size than the Zambian industry.

This is particularly pertinent given the asymmetrical power distribution between the global buyer and the African supplier, their governance relationships and the ongoing competitive pressures to reduce costs and increase flexibility to meet GVC demands. Rather than focusing on the sustainability of a single organization, GVCs address the sustainability of inter-firm value chains and global industries as a whole. With little differentiation between value chain creation and social / environmental degradation extending to people and raw material extraction (upstream) and disposal or recycling (downstream), sustainability issues need to be at the forefront of African business research interests. Nowadays, sustainability is considered a competitive advantage for a firm looking to join a GVC. Whether sustainability is approached from the viewpoint of an exporting firm motivated to join a GVC in its respective industry or whether a firm’s continuing contractual or collaborative relationship with a buyer depends on its compliance with sustainability standards, both approaches focus on the ability of firms in Africa to benefit from joining sustainable GVCs.

This paper draws on a combination of trade data analysis and industry case studies to better understand the links and synergies between regional value chains and regional integration. The trade data and case studies of three diverse sectors (apparel, food retailing, and automotive) demonstrate the expansion and diversity of regional trade and regional value chains in Southern Africa. This diverse composition of regional exports is suggestive of an opportunity to further enhance industrial development through intra-regional trade. The long-term sustainability of Southern African regionalism depends on the recognition of the importance of regional industrial policy that takes account of the dynamics driving global and regional value chains and facilitates regional linkages across all these sectors.

The launch of the African Continental Free Trade Area (AfCFTA) on 1 January 2021 brings a new window of opportunity for Africa to ramp up its manufacturing sector. This report looks at two priority pathways to get there.
