Premièrement, il offre un contexte de la question dans une perspective historique. La manière dont nous sommes arrivés là a beaucoup à voir avec le comportement des générations précédentes vis-à-vis de notre environnement. De la même manière, notre comportement déterminera le type d’environnement auquel les générations futures devront faire face. Il examine les dynamiques susceptibles de perturber l'équilibre de la nature. En outre, comme il est essentiel de comprendre la biodiversité et pourquoi elle est importante afin de saisir le concept de viabilité, le présent rapport examine les types d’écosystèmes qui composent la biosphère et apporte une réponse à cette question importante: « Le rendement équilibré maximal (RÉM) est-il une notion fallacieuse? » De plus, l’importance des villes est un facteur clé de la viabilité environnementale. Le rapport montre donc les avantages et les inconvénients des villes en matière de préservation de l’environnement et de conservation de la biodiversité. Les analyses sociale, économique et politique utilisent les dernières données et opinions d’experts, de scientifiques et d’érudits, ainsi que ceux de Monsieur et Madame tout le monde. Le résultat est que les trois niveaux ont des aspects positifs et négatifs et que, par conséquent, aucun d'entre eux ne doit être priorisé individuellement par rapport aux deux autres. Pour résoudre ce dilemme, le rapport propose une alternative: une approche inclusive, pluraliste et globale qui vise à motiver toutes les parties prenantes – des pays riches et pauvres – et des personnes de tous les horizons à œuvrer de concert pour un objectif commun et des intérêts communs. Selon le rapport, une telle approche devrait être ascendante et non descendante, c'est-à-dire que les besoins des populations locales, en particulier de ceux qui vivent plus près de la biodiversité, doivent primer sur ceux des grandes entreprises. Cependant, bien qu’à l'heure où l'on parle et à court terme, cette approche puisse réussir, à long terme ou dans un avenir lointain, il y a lieu de douter car l’environnement est en constante évolution et les générations diffèrent les unes des autres. Et cela est très important car ce qui constitue la pierre angulaire de la viabilité environnementale est ceci: l’utilisation actuelle des ressources naturelles ne devrait pas nuire aux générations futures. Par conséquent, le rapport se penche sur l'avenir. Tout en reconnaissant qu'en termes de viabilité environnementale, prédire l'avenir est une tâche ardue – car il vaut mieux penser que l'avenir est maintenant – le rapport montre comment nous pouvons préparer un atterrissage en douceur pour nos arrière-petits-enfants en jetant les bases pour eux. Nous pouvons accomplir cette dernière tâche car nous avons encore du temps.
