Book excerpt: Navy transformation will require an understanding of how law, policy, and practice affect the composition of the officer corps and how certain changes might enable the Navy to better match skills, experience, and grades with mission requirements. The RAND National Defense Research Institute was asked to identify policies and processes that will enable the Navy to align the skills, experiences, and grade structure of its officer corps with its operational requirements in a cost-effective and equitable way. Our project for the Deputy Chief of Naval Operations for Manpower and Personnel (NI), "A Strategic Approach to Naval Officer Management," addresses these issues.

Book Challenging Time in DOPMA

Download or read book Challenging Time in DOPMA written by Peter Schirmer and published by Rand Corporation. This book was released on 2006 with total page 116 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Many of the laws and policies that govern officer career management (often collectively referred to as "DOPMA," after the Defense Officer Personnel Management Act of 1980) have been in place for decades. DOPMA has served the needs of the services reasonably well, but the current system may not meet the requirements of the future operating environment. One criticism of DOPMA is that it does not allow for much variety in officers' career paths because it is time-driven. Alternatively, officers' competencies are now emerging as the basis for career management. In this monograph, the authors demonstrate how a competency-based officer personnel management system could provide more flexibility in preparing military officers for the wide range of roles and missions of the U.S. military in the 21st century. This analysis focuses on practices governing promotions for military officers and closely related assignment and retirement policies."--Rand web site

Download or read book Against the Tide written by David R Oliver and published by Naval Institute Press. This book was released on 2014-11-15 with total page 193 pages. Available in PDF, EPUB and Kindle. Book excerpt: Against the Tide is a leadership book that illustrates how Adm. Hyman Rickover made a unique impact on American and Navy culture. Dave Oliver is the first former nuclear submarine commander who sailed for the venerable admiral to write about Rickover’s management techniques. Oliver draws upon a wealth of untold stories to show how one man changed American and Navy culture while altering the course of history. The driving force behind America’s nuclear submarine navy, Rickover revolutionized naval warfare while concurrently proving to be a wellspring of innovation that drove American technology in the latter half of the twentieth-century. As a testament to his success, Rickover’s single-minded focus on safety protected both American citizens and sailors from nuclear contamination, a record that is in stark contrast to the dozens of nuclear reactor accidents suffered by the Russians. While Rickover has been the subject of a number of biographies, little has been written about his unique management practices that changed the culture of a two-hundred-year-old institution and affected the outcome of the Cold War. Rickover’s achievements have been obscured because they were largely conducted in secret and because he possessed a demanding and abrasive personality that alienated many potential supporters. Nevertheless he was an extraordinary manager with significant lessons for all those in decision-making positions. The author had the good fortune to know and to serve under Rickover during much of his thirty-year career in the Navy and is singularly qualified to demonstrate the management and leadership principles behind Rickover’s success.

Book United States Code

    Book Details:
  • Author : United States
  • Publisher :
  • Release : 2013
  • ISBN :
  • Pages : 1506 pages

Download or read book United States Code written by United States and published by . This book was released on 2013 with total page 1506 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The United States Code is the official codification of the general and permanent laws of the United States of America. The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. The 2012 edition of the Code was prepared and published under the supervision of Ralph V. Seep, Law Revision Counsel. Grateful acknowledgment is made of the contributions by all who helped in this work, particularly the staffs of the Office of the Law Revision Counsel and the Government Printing Office"--Preface.
