Download or read book EU Structural Policy and the Implications of Enlargement written by Heiko Bubholz and published by GRIN Verlag. This book was released on 2002-08-19 with total page 24 pages. Available in PDF, EPUB and Kindle. Book excerpt: Seminar paper from the year 2002 in the subject Politics - Topic: European Union, grade: 1,0 (A), Jagiellonian University in Krakow (Centre for Europe Studies), course: EU Enlargement in the context of political and economic transition in Central and Eastern Europe, language: English, abstract: After the successful and Eu(ro)phoric introduction of Europe‘s new currency – the new symbol of the Europe’s unity – emotions, especially among the Brussels technocrats, cooled down rapidly. The negotiations with the Candidate Countries entered in a new stage. Latest since the Council Meeting in Laeken the enlargement of the EU is conducted in an increasingly rational manner1. In February 2002 rumours indicated the difficulties, which the European Union faces after the enlargement. A prominent objective of the EU is the regional cohesion, the relative regional equality, thus can hardly be accomplished in its today’s structure after the accession of up to 12 countries. The reform of the EU Agricultural and Structural Policy is inevitably today. It will need much more efforts to do so after the enlargement of the European Union. However, the agenda for enlargement is set by the political elites, not by EU bureaucracy. Thus, the negotiations may be used for a certain kind of political blackmailing within the Community. Yet, the enlargement must not fail by financial disruption, since this could easily result in dissolution of all of the European experiment2. The EU Structural Policy has been so far a more or less efficient tool to bridge the unequally distribution of wealth in the Community. It thus provided for a sustainable development and a well-balanced social climate among the Member States and its Regions. Accordingly, aim of this paper shall be first to define the term of cohesion and identify means of structural policy. The EU generated a variety of tools to accomplish its objectives in regard of “raising of the standard of living and quality of life, and economic and social cohesion” 3. Accordingly, the second part of the paper shall be devoted to describe in a limited scope the actual mechanisms of EU Structural Policy. Finally, the approaching enlargement of the Community will provoke further inconveniences concerning the Agricultural and Structural Policy. Hence, the predictable implications of the enlargement will be discussed in the last part of this paper. [...]

Book The Political Economy of the 2014 2020 Common Agricultural Policy

Download or read book The Political Economy of the 2014 2020 Common Agricultural Policy written by Johan F.M. Swinnen and published by Rowman & Littlefield. This book was released on 2015-07-30 with total page 597 pages. Available in PDF, EPUB and Kindle. Book excerpt: After five years of debates, consultations and negotiations, the European institutions reached an agreement in 2013 on the Common Agricultural Policy (CAP) for the 2014-2020 period. The outcome has major implications for the EU’s budget and farmers’ incomes, but also for Europe’s environment, its contribution to global climate change and to food security in the EU and in the world. It was decided to spend more than €400 billion during the rest of the decade on the CAP. The official claims are that the new CAP will take better account of society's expectations and lead to far-reaching changes by making subsidies fairer and ‘greener’ and making the CAP more efficient. It is also asserted that the CAP will play a key part in achieving the overall objective of promoting smart, sustainable and inclusive growth. However, there is significant scepticism about these claims and disappointment with the outcome of the decision-making, the first in which the European Parliament was involved under the co-decision procedure. In contrast to earlier reforms where more substantive changes were made to the CAP, the factors that induced the policy discussions in 2008-13 and those that influenced the decision-making did not reinforce each other. On the contrary, they sometimes counteracted one another, yielding an ‘imperfect storm’ as it were, resulting in more status quo and fewer changes. This book discusses the outcome of the decision-making and the factors that influenced the policy choices and decisions. It brings together contributions from leading academics from various disciplines and policy-makers, and key participants in the process from the European Commission and the European Parliament.

Book Effects of EU Enlargement to the Central European Countries on Agricultural Markets

Download or read book Effects of EU Enlargement to the Central European Countries on Agricultural Markets written by Wolfgang Münch and published by Peter Lang Publishing. This book was released on 2003 with total page 248 pages. Available in PDF, EPUB and Kindle. Book excerpt: Accession of the Central and Eastern European Countries is one of the biggest political projects for the European Union. As in all previous enlargements the agricultural chapter proves to be one of the most sensitive fields of the negotiations. This book examines the effects of enlargement on agricultural markets and government expenditure in the candidate countries as well as possible effects of different choices in the politically sensitive areas of direct payments and production quotas. The ten candidate countries have quite diverse economic and agricultural characteristics. Membership in the European Union, therefore, leads to varying macroeconomic effects. Two chapters specifically deal with these aspects and their effects on agriculture as well as likely country-specific developments in Hungary and in Slovenia. The quantitative tools developed and used for this analysis have also been more widely used by governments and institutions in analyses of questions related to enlargement. The book describes and documents these quantitative tools. Contents: Agricultural Markets in Central and Eastern Europe - The CAP of 1992 - The Agenda 2000 policies - Quotas and direct payments - Land retirement - Welfare effects for producers and consumers.

Book Adjusting to EU Enlargement

Download or read book Adjusting to EU Enlargement written by Constantine A. Stephanou and published by Edward Elgar Publishing. This book was released on 2006 with total page 264 pages. Available in PDF, EPUB and Kindle. Book excerpt: Before the latest EU enlargement, substantial changes in the integration process were predicted as a result of the accession of 10 new Member States, with some forecasting cataclysmic consequences. This book, one of the first ex post assessments of EU enlargement, provides evidence to the contrary, while also providing examples in which the new Members have been able to influence EU policy output with their liberal attitudes on economic and social policy. This book will be of great interest to EU policymakers, including officials of European institutions whose primary concerns are 'policy adjustment' and EU external relations. It will also be of interest to academics and students specialising in EU affairs, especially European integration, organisation, governance and public policy.
