And which was not thought of in preparing the review, became necessary from the fact that the work out grew the limits of a magazine. The time from June 10 to October 30, 1862, is taken, because that is the period covered by the Commission which investi gated the operations of the army under Buell. Buell was assigned to command of the department of the Ohio, for the reason that the Union cause in that department, especially military affairs in Ken tucky, were in a desperate condition, and it was thought that nothing but judicious management and extraordinary exertion could rescue the State from the vortex of rebellion. The rebels had inaugurated a provisional government at Russelville; they held military possession of one third of the State and were strong and aggressive. General Albert Sidney J ohn ston was in command. His force was estimated at or men. His main body and Head quarters were at Bowling Green with an advance guard at Munfordville, and he held Fort Henry on the Tennessee and Fort Donelson on the Cumber land. General Humphrey Marshall was threaten ing Eastern Kentucky through Pound Gap, and a force under General Zollicofi'er held Cumberland Gap and points north of it. Bands of men were constantly forming to join the rebel ranks. The population was in a state of alarm. Loyal people were intimidated, and in some parts of the State the Union sentiment dared not express itself. Book excerpt: Major General Don Carlos Buell stood among the senior Northern commanders early in the Civil War, led the Army of the Ohio in the critical Kentucky theater in 1861-62, and helped shape the direction of the conflict during its first years. Only a handful of Northern generals loomed as large on the military landscape during this period, and Buell is the only one of them who has not been the subject of a full-scale biography. A conservative Democrat, Buell viewed the Civil War as a contest to restore the antebellum Union rather than a struggle to bring significant social change to the slaveholding South. Stephen Engle explores the effects that this attitude--one shared by a number of other Union officers early in the war--had on the Northern high command and on political-military relations. In addition, he examines the ramifications within the Army of the Ohio of Buell's proslavery leanings. A personally brave, intelligent, and talented officer, Buell nonetheless failed as a theater and army commander, and in late 1862 he was removed from command. But as Engle notes, Buell's attitude and campaigns provided the Union with a valuable lesson: that the Confederacy would not yield to halfhearted campaigns with limited goals.

The battle of Perryville symbolized the high-water mark of the Confederacy in the western theater of operations. In Aug. 1862 General Braxton Bragg and Major General (MG) Edmund Kirby Smith led separate armies into Kentucky to wrest the state from the Union and install a Confederate governor. They initially met success and captured the state capital, simultaneously shifting the war in the west from northern Mississippi and Alabama to Kentucky. In response the North raised additional forces to protect Cincinnati and Louisville while MG Don Carlos Buell halted his offensive against Chattanooga and marched his Army of the Ohio back to Kentucky. On 8 Oct. 1862 Buell’s army clashed with Bragg’s at Perryville. The Confederates achieved a tactical success in a hard-fought engagement that generated more than 7,000 casualties. Of the regiments engaged, 10 suffered losses between 40 and 60 percent. However, outnumbered by three to one, Bragg’s army could not sustain its victory and withdrew. Within days of the battle, all of the invading Southern forces retired from the state. Kentucky remained firmly in the Union and secure from Confederate invasion for the war’s duration. Despite its importance to the course of the war in the west, Perryville does not benefit from the high visibility accorded the better-known Civil War sites such as Manassas, Gettysburg, Antietam, and Chickamauga. Although more than 70,000 Union and Confederate soldiers deployed in and around Perryville, understanding of the battle and its significance to the overall course of the war remains poor. For staff ride purposes this unfamiliarity can be a benefit. It forces the participants to study and think about the situation facing their Civil War counterparts without the preconceived notions that surround the more popular sites.
