Book excerpt: The 1970 Blue Ribbon Defense Panel Report recommended that the Services establish an agency independent of the developer to conduct OT/E for new materiel being developed and that this agency should report to the Chief of Service. This study examines the evolution of OT/E in the Army leading up to the establishment of the U.S. Army Test and Evaluation Agency (OTEA) as the Army's independent test agency. OTEA's role in the planning and conduct of OT/E for major systems was examined in the light of guidance provided by DODD 5000.3. This examination reveals that the Army has essentially complied with the guidance of DODD 5000.3 concerning planning and conduct of OT/E for major systems. In accomplishing its mission, OTEA actively interfaces with the materiel developer, Program Manager, user, combat developer, trainer, and the Army Staff.

ATEC requested that the National Research Council form the Panel on Operational Test Design and Evaluation of the Interim Armored Vehicle (Stryker). The charge to this panel was to explore three issues concerning the IOT plans for the Stryker/SBCT. First, the panel was asked to examine the measures selected to assess the performance and effectiveness of the Stryker/SBCT in comparison both to requirements and to the baseline system. Second, the panel was asked to review the test design for the Stryker/SBCT initial operational test to see whether it is consistent with best practices. Third, the panel was asked to identify the advantages and disadvantages of techniques for combining operational test data with data from other sources and types of use. In a previous report (appended to the current report) the panel presented findings, conclusions, and recommendations pertaining to the first two issues: measures of performance and effectiveness, and test design. In the current report, the panel discusses techniques for combining information.

As part of its continuing assessment of major weapon system acquisition management, GAO reviewed the Army evaluation process and discussed improvements that could better inform decisionmakers about a system's progress in development and operational effectiveness. GAO found that Army evaluators have not been giving acquisition officials adequate technical and operational evaluations to fully assess weapons' development progress and potential combat usefulness. In most cases, the evaluations seldom went beyond reciting the test results and did not address critical issues, such as the consequences of fielding the system before resolving remaining technical problems. Evaluations need to be broadened and integrated to provide a more meaningful and coherent picture of system development progress and potential operational effectiveness. This will require greater participation by Army analysts in planning evaluations and in determining the technical and operational implications of test findings.

First, the history and evolution of the Army's current OT/E structure are traced. The organization of the US Army Operational Test and Evaluation Agency is discussed. In an analysis, 5 areas of major Congressional criticism are considered. The DOD guidance covering each area is given, and the Army's current policies and procedures which ameliorate the criticisms are cited. The Army's OT/E policies are found to be responsive to history of the recent past. Present OT/E procedures: provide adequate evaluation of a new materiel system prior to a production commitment; respond to user needs; assist in measuring incremental effectiveness of new systems; and produce an independent and objective evaluation of the operational effectiveness of new materiel. Some future areas of interest are discussed which will assist the continuation of a viable OT/E organization within the Army.
