In today's U.S. defense policy debates, big land wars are out. Drones, cyber weapons, special forces, and space weapons are in. Accordingly, Pentagon budget cuts have honed in on the army and ground forces: this, after the long wars in Iraq and Afghanistan, seems like an appealing idea. No one really wants American boots on the ground in bloody conflicts abroad. But it is not so easy to simply declare an end to messy land wars. A survey of the world's trouble spots suggests that land warfare has more of a future than many now seem to believe. In The Future of Land Warfare, Michael O'Hanlon offers an analysis of the future of the world's ground forces: Where are large-scale conflicts or other catastrophes most plausible? Which of these could be important enough to require the option of a U.S. military response? And which of these could in turn demand significant numbers of American ground forces in their resolution? O'Hanlon is not predicting or advocating big American roles in such operations—only cautioning against overconfidence that we can and will avoid them. Historical experiences in World War II and current doctrine are considered in the analysis of the operational commander's reserve force. The study indicates that the current force structure of the U.S. Army and ability to deploy forces to a theater directly affect the employment of an operational-level reserve. Moreover, the operational commander's ability to affect the battle is directly linked to an operational reserve that can maneuver to achieve the desired operational objectives. The size and composition of the operational reserve are less important than the fact an operational reserve is constituted. The study concludes that an operational reserve is critical to insure the success of operations and campaigns in a theater or operation. Suggestions are offered for the organization and employment of the operational reserve force.

Publication of ATP 3-57.60 incorporates revisions to the Army's running estimate and operation plan (OPLAN) formats. Support of operational planning by CA forces occurs at all levels of war-strategic, operational, and tactical. Whether conducted by CA Soldiers assigned to the staffs of various mission command headquarters or by CA planning teams augmenting those organizations, planning for U.S. forces' interaction with the civil component of the operational environment (OE) is required across the range of military operations. Publication of ATP 3-57.60 replaces CA planning doctrine found in FM 3-05.401 /Marine Corps Reference Publication 3-33.1A, Civil Affairs Tactics, Techniques, and Procedures. ATP 3-57.60 consists of five chapters and four appendixes: Chapter 1 provides techniques used by CA Soldiers used in conducting civil considerations analysis and analysis of the operational variables during planning. The discussion further provides techniques used in determining centers of gravity (COGs) as they relate to the civil component of the OE, MOEs, and MOPs. Chapter 2 describes techniques used in the application of the CA methodology in the execution of TLP and problem solving. Detailed planning considerations are provided for the analysis of civil considerations in the conduct of TLP. Chapter 3 discusses the role of the CA planner in the execution of the MDMP. The chapter provides techniques used by CA planners during each of the seven steps of the MDMP. Chapter 4 describes the role of CA planners in the execution of the JOPP. The chapter provides a discussion of the linkage required in the planning of CAO supporting the joint force commander's CMO intent and concept of operations (CONOPS). The discussion provides techniques used by CA planners during each step of the JOPP. Chapter 5 provides techniques and planning considerations used by CA Soldiers in supporting the development of a transition plan. It describes the various types of transition and provides a listing of transition tasks that assist the CA planner to identify and prioritize those tasks required for transition. Appendix A details the procedures and provides an example format for the completion of the CA area study. Appendix B details the procedures and the format for the development of Annex K (Civil Affairs Operations) to an Army OPLAN or operation order (OPORD). Appendix C details the procedures and the format for the development of the CAO running estimate. Appendix D addresses planning considerations regarding personnel protection issues during all phases of deliberate and crisis action planning and general considerations used in conducting urban area operations.

Book excerpt: The Army Reserve Component (RC) has a major role in America's Global War on Terror (GWOT). Over the past decade and a half, the Army National Guard (ARNG) and the United States Army Reserve (USAR) have mobilized hundreds of thousands of Soldiers in support of contingency operations in Iraq and Afghanistan, as well as to numerous other missions worldwide and throughout the Continental United States (CONUS). They have proven their capabilities and exceeded operational expectations, successfully transitioning from the strategic reserve force of the Cold War era to a well-trained and experienced operational reserve force of the GWOT era. The problem facing the Department of Defense (DOD), is determining the future utilization of RC forces, specifically their operational role, their implementation, and the development of a suitable mobilization authority that will support a broad spectrum of future operational requirements. This monograph presents two primary arguments. First, the Army RC should continue its role as an operational reserve in support of future operational requirements. Second, continuing the use of the Army RC as an operational reserve requires the implementation of a new mobilization authority, one that will be more lasting, functional, and suitable for the current operating environment. This monograph presents two key proposals including the sustainment of the RC as an operational reserve, and a comprehensive plan for the implementation of a new mobilization authority. The action plan for these proposals includes a recommended framework and guidelines for a new mobilization authority that will achieve the goals of maintaining the use of RC forces as an operational reserve while modernizing the mobilization process to meet the demands of the current operating environment. A new and improved mobilization authority will allow Army RC forces to remain ready, reliable and relevant, capable of supporting future operational requirements of the 21st century. This monograph presents two primary arguments. First, the Army RC should continue its role as an operational reserve in support of future operational requirements. Second, continuing the use of the Army RC as an operational reserve requires the implementation of a new mobilization authority, one that will be more lasting, functional, and suitable for the current operating environment. There are five principal factors supporting the continued use of the Army RC as an operational reserve. First, over three quarters of a million Army RC Soldiers representing a large scale of ARNG and USAR units have mobilized since September 11, 2001 (9/11) in support of OEF, OIF, OND, and ONE, demonstrating the proven capabilities and very significant operational role of the Army RC in America's GWOT. 2 Second, as the Regular Army (RA) decreases its end strength, projected to fall to as low as 440,000 to 450,000 Soldiers by 2019, the RC can expect ongoing mobilizations and a substantial operational role. Third, current force structure allocations include a large volume of the Army's critical support units in the RC, including sustainment units and those historically categorized as combat support (i.e., chemical, engineer, military police, and signal units), as well as civil affairs and medical units. Maintaining such a large volume of the Army's support force structure in the RC increases the likelihood of their operational use for future operational requirements.

It replaces FM 3-90.15, Sensitive Site Operations, 25 April 2007. Site exploitation doctrine now includes all sites that have the potential to yield valuable information, whether or not they are designated as sensitive. Site exploitation is an enduring and integral mission in support of full spectrum operations. This manual rescinds sensitive site exploitation as a doctrinal term. The former definition of sensitive site exploitation appeared in the 2007 edition of FM 3-90.15. That definition, which had originated as an Army term, also appeared in JP 1-02 but will be removed. This manual redefines site exploitation, which appeared in the 2007 edition of FM 3-90.15. The new definition of site exploitation will appear in the next revision of FM 1-02. When joint or Army terms are used and their definitions included in the text, those terms are italicized, and the number of the proponent manual follows the definition. This manual is organized into three chapters and two appendixes. Chapter 1 discusses conducting site exploitation operations, with an emphasis on the operations process, the purposes for site exploitation, and the framework for executing site exploitation operations. In chapter 1, this manual establishes the new doctrinal definition for the term site exploitation. Chapter 2 discusses specialized Army assets that support site exploitation. Chapter 3 discusses considerations related to sensitive sites. Sensitive sites are described in terms of a broad range of risks and challenges, not just weapons of mass destruction. Appendix A discusses joint and national organizations that support site exploitation. Appendix B discusses evidence collection, handling, and documentation, to support units that must handle evidence without the help of trained law enforcement personnel. This publication applies to the Active Army, Army National Guard (ARNG)/Army National Guard of the United Stated (ARNGUS), and United States Army Reserve (USAR) unless otherwise stated. This manual does not apply to site exploitation operations conducted by special operations forces. United States Army Training and Doctrine Command (TRADOC) is the proponent for this publication. The preparing agency is the Combined Arms Doctrine Directorate, U.S. Army Combined Arms Center.

Support will also be provided to this research project by incorporating the published works of defense experts.
