Book excerpt: The practice of using civilian contractors to provide combat service support to U.S. forces at forward deployed locations is institutionalized and increasing in frequency and importance. The presence of contractors on the battlefield creates additional challenges for the responsible CINC and Joint Force Commander that must be addressed during operational level planning. As with all planning requirements, a better effort during deliberate planning will lessen the requirement for crises planning and increase efficiencies during execution. This paper draws upon recent U.S. experiences with LOGCAP and other contracts in Somalia, Haiti and Bosnia to synthesize lessons learned from raw experience as it relates to operational level planning. Specific issues include: the operating environment, restrictions imposed by the host government, U.S. government support to contractors, organizations responsible for contract administration, and financial management at the operational level.

Unless contractor support is considered and built into the logistic support plan from the beginning of planning, the operational commander may not gain the maximum advantage available from all his resources. Reality dictates full integration of the CoB tool to give maximum flexibility to the operational commander's plans and operations. This paper examines many aspects of CoB relevant to the operational commander including its: historical perspective; need; doctrine; and effects on the operational commander. This paper will also list specific recommendations relating to CoB for the operational commander's consideration based on research findings and government agency reports.

Department of Defense initiatives to adopt a leaner business strategy, increase efficiency, and reduce expenditures have exposed the battlefield commander to additional operational risk centered on the command and control associated with outsourcing efforts. The challenge to the commander is to specifically design a planning and execution methodology that integrates contractor and military personnel efforts that support success on the battlefield. A growing reliance on contractor support provides significant challenges for commanders to overcome. The challenges presented by the loss of core competencies, limited flexibility brought on by contractor security concerns, the legal limitations on the role that contractors can play on the battlefield, and the failure to integrate contractors fully into the command and control system are all critical to battlefield success. Striving to integrate contractors on their battlefield, commanders must integrate them as part of the total force. To do this, commanders must assimilate contractors into their command and control systems, define the contractors' mission via the unit's desired end-state, evaluate risk by determining the contractors' ability to perform under combat conditions, replicate the habitual relationships organic support units share with operational units, and limit the risk associated with contractor failure.

Book excerpt: The mission of the United States Army is to fight and win our nation's wars by providing prompt, sustained land dominance across the full range of military operations and spectrum of conflict in support of combatant commanders. Accomplishing this mission rests on the ability of the Army to equip and move its forces to the battle and sustain them while they are engaged. Logistics provides the backbone for Army combat operations. Without fuel, ammunition, rations, and other supplies, the Army would grind to a halt. The U.S. military must be prepared to fight anywhere on the globe and, in an era of coalition warfare, to logistically support its allies. While aircraft can move large amounts of supplies, the vast majority must be carried on ocean going vessels and unloaded at ports that may be at a great distance from the battlefield. As the wars in Afghanistan and Iraq have shown, the costs of convoying vast quantities of supplies is tallied not only in economic terms but also in terms of lives lost in the movement of the materiel. As the ability of potential enemies to interdict movement to the battlefield and interdict movements in the battlespace increases, the challenge of logistics grows even larger. No matter how the nature of battle develops, logistics will remain a key factor. Force Multiplying Technologies for Logistics Support to Military Operations explores Army logistics in a global, complex environment that includes the increasing use of antiaccess and area-denial tactics and technologies by potential adversaries. This report describes new technologies and systems that would reduce the demand for logistics and meet the demand at the point of need, make maintenance more efficient, improve inter- and intratheater mobility, and improve near-real-time, in-transit visibility. Force Multiplying Technologies also explores options for the Army to operate with the other services and improve its support of Special Operations Forces. This report provides a logistics-centric research and development investment strategy and illustrative examples of how improved logistics could look in the future.
