New survey areas in PWSA were developed to assess new commercial fishery districts that were proposed at the 2021 Alaska Board of Fisheries meeting. Proposed fishery districts encompass historical fishing areas and areas fished in the recent Commissioner's permit fishery. Methodology from the historical PWSA trawl survey was applied to develop new trawl stations with the goal of calculating catch per unit effort (CPUE) to estimate abundance of historical legal-size and legal-size male Tanner crab in the surveyed area. The 2021 survey produced a CPUE for male Tanner crab that were of the historical legal size of 11.6 crab per nmi2 and was the lowest observation for any Alaska Department of Fish and Game trawl survey in the PWSA. The estimated abundance of historical legal-size male Tanner crab was 6,242 crab in the survey area, and the estimated abundance for current legal-size male Tanner crab was 40,289 crab in the survey area.

Book excerpt: This report summarizes bottom trawl survey data used to assess Tanner crab Chionoecetes bairdi abundance within the Alaska Department of Fish and Game's Central Region. Trawl surveys replaced pot surveys as the primary method of assessing Tanner crab in Central Region in the early 1990s. Data for the Central Region were collected from 2 management districts in the Lower Cook Inlet Management Area: 1) the Southern District (1990-2013), and 2) the Kamishak Bay and Barren Islands Districts (1990-2012). Data were also collected from the Prince William Sound Management Area (1991-2015). Since 1993 in the Southern District, and 1990 in the Kamishak Bay and Barren Islands Districts, the estimated abundance of legal male Tanner crab has not exceeded the minimum stock size threshold defined in regulation that is necessary to open a commercial fishery (Alaska Administrative Code 5 AAC 35.408). Bottom trawl survey methods have changed through the history of the survey and those changes are documented in this report. Abundance trends of legal and sublegal male and female Tanner crab are also described along with trends in recruitment. Analysis and harvest strategy recommendations to create a management plan for commercial and noncommercial Tanner crab fisheries in the Prince William Sound Management Area are presented.

Book excerpt: The Alaska Department of Fish and Game (ADF&G) has developed a Tanner crab Chionoecetes bairdi commercial fishery harvest strategy recommendation with an associated trawl survey assessment for the Prince William Sound Area (PWSA). Methods for developing this harvest strategy follow the approach in the Registration Area E Tanner crab harvest strategy, and methods for developing the survey assessment follow the approach for the historical ADF&G PWSA large-mesh bottom trawl survey. New areas have been proposed and defined within the PWSA with minimum abundance thresholds to open a commercial fishery and harvest rates specific to each area. A bottom trawl survey has been designed for each of the areas to estimate the abundance of Tanner crab and assess if the minimum abundance threshold has been met. Trawl surveys have been completed in 2 of the areas occurring in 2020 and 2021 with results indicating that the abundance estimate does not meet the minimum abundance threshold to open a commercial fishery for Tanner crab in those 2 areas. These recommendations will provide the basis for ADF&G proposals to be submitted at the November 2021 Alaska Board of Fisheries meeting and will inform commercial fishery management decisions in 2022.

Book excerpt: This report summarizes the previous, proposed, and amended Prince William Sound Tanner crab Chionoecetes bairdi harvest strategies, defines how minimum abundance thresholds were calculated for new management districts, and describes the bottom trawl surveys that will be used to inform the harvest strategy. The Alaska Department of Fish and Game (ADF&G) submitted a proposal to redefine and rename 5 Tanner crab commercial fishery districts in the Prince William Sound Area (PWSA; Registration Area E) that was adopted into regulation at the November/December 2021 Alaska Board of Fisheries (BOF) meeting. ADF&G also submitted a proposal for a new Tanner crab harvest strategy for 3 of the new districts in PWSA following staff recommendations that were published prior to the 2021 BOF meeting (Rhea-Fournier et al. 2021). The proposed harvest strategy was amended during the meeting after discussions among ADF&G staff, BOF members, and fishery stakeholders before being adopted into regulation. The amended harvest strategy includes minimum abundance thresholds to open a fishery in 3 of the 5 new Tanner crab commercial fishery districts and follows the approach in the original Registration Area E Tanner crab harvest strategy adopted at the 2017 BOF meeting that utilizes commercial harvest and ADF&G bottom trawl survey information. Three significant modifications were made to the original ADF&G harvest strategy proposal, including shortening the time series of annual abundance used to develop a proxy for maximum sustainable yield from 1977–2015 to 1982–2015. The size class of crab for the time series of annual abundance was reduced from the historical legal size to the mature size of male Tanner crab. Finally, the stepwise harvest rates were adjusted to mature-size male crab considering the new approach and a maximum harvest rate on legal-size crab was established for 3 of the 5 new Tanner crab commercial fishery districts.

Book excerpt: This report specifies the objectives and methods for special projects during the Alaska Department of Fish and Game 2010 bottom trawl survey of crab and groundfish in the Kodiak, Chignik, South Peninsula, and Eastern Aleutian districts of the Westward Region. This Special Project Plan is used in conjunction with the Standard Project Operational Plan (Spalinger and Cavin 2004), which describes the annual trawl survey sampling protocols. Special shellfish projects for 2010 include: a legal-size-male Tanner crab tagging project; multiple tows within selected offshore stations in the Kodiak District to assist in determining the variance of Tanner crab population estimates; hemolymph sample collection for genetic analysis to determine bitter crab disease prevalence; collection of adult female Tanner crabs for a study on reproductive potential; and measurement of chela heights for male maturity analysis. Special groundfish projects for 2010 include: collection of stomachs from walleye pollock Theragra chalcogramma, Pacific cod Gadus macrocephalus, flathead sole Hippoglossoides elassodon, arrowtooth flounder Atheresthes stomias, Pacific halibut Hippoglossus stenolepis, northern rock sole Lepidopsetta polyxystra, and spiny dogfish Squalus acanthias for a National Marine Fisheries Service (NMFS) food habits study.
