In its 2008 Global Stability Report, the IMF sharply criticised banks and other financial institutions for the failure of risk management systems, resulting in excessive risk-taking. Financial sector supervision and regulation was also criticised for lagging behind shifts in business models and rapid innovation. This book provides investors with a sound understanding of the approaches used to assess the standing of firms and determine their true potential (identifying probable losers and potential longer-term winners). It advocates a 'more forensic' approach towards operational risk management and promotes transparency, which is seen as a facilitator of competition and efficiency as well as being a barrier to fraud, corruption and financial crime. Risk assessment is an integral part of informed decision making, influencing strategic positioning and direction. It is fundamental to a company’s performance and a key differentiator between competing management teams. Increasing complexity is resulting in the need for more dynamic, responsive approaches to the assessment and management of risk. Not all risks can be quantified; however, it remains incumbent upon management to determine the impact of possible risk-events on financial statements and to indicate the level of variation in projected figures. To begin, the book looks at traditional methods of risk assessment and shows how these have developed into the approaches currently being used. It then goes on to consider the more advanced forensic techniques being developed, which will undoubtedly increase understanding. The authors identify 'best practice' and address issues such as the importance of corporate governance, culture and ethics. Insurance as a mitigant for operational risk is also considered. Quantitative and qualitative risk assessment methodologies covered include: Loss-data analysis; extreme value theory; causal analysis including Bayesian Belief Networks; control risk self-assessment and key indicators; scenario analysis; and dynamic financial analysis. Views of industry insiders, from organisations such as Standard & Poors, Fitch, Hermes, USS, UN-PRI, Deutsche Bank, and Alchemy Partners, are presented together with those from experts at the FSA, the International Accounting Standards Board (IASB), and the Financial Reporting Council. In addition to investors, this book will be of interest to actuaries, rating agencies, regulators and legislators, as well as to the directors and risk managers of financial institutions in both the private and public sectors. Book excerpt: The Object Constraint Language (OCL) has proven to be a valuable ingredient for the specification of UML models. It allows to formulate logical propositions for models that typically cannot be expressed in the visual modeling paradigms of UML. A similar textual ingredient is required for the imperative specification of behavior in certain applications of UML, most prominently Executable UML models and model transformation. There is no such imperative language in the UML standard, but there are several candidates for such a language that are based on OCL for expressions. One of them is ImperativeOCL, which is part of the OMG Query, Views, Transformations (QVT) standard. However, the embedding of OCL into several of these languages is what we call a non-modular embedding. Such a non-modular embedding results in problems w. r. t. to language semantics and/or sets up obstacles for the reuse of existing OCL tools and instruments. In our work we therefore define requirements for a modular embedding of OCL into an imperative language. We introduce our language SOIL (Simple OCL-based Imperative Language) which embeds OCL in a modular way. We provide an informal description of SOIL as well as a formal definition of the language syntax and semantics, and prove its consistency and type safety. We describe applications of our approach in two fields: first, the extension of the UML-based Specification Environment (USE) by an imperative language and, second, the development of the model transformation tool XGenerator2 that has been successfully applied in several eGovernment projects. Our work makes three major contributions. First, we provide a critical review of the embedding of OCL into existing programming languages. Second, we provide a simple but already useful OCL-based imperative language with a sound and formal semantics that can be implemented out of the box using existing OCL engines. Third, our work contributes a general guideline for a safe embedding of OCL into other languages.

Book excerpt: For more than 40 years, U.S. defense policy and the design of military capabilities were driven by the threat to national security posed by the Soviet Union and its allies. As the Soviet Union collapsed, analysts wondered what effect this dramatic change would have upon defense policy and the military capabilities designed to support it. Strangely enough, this development would ultimately have little effect on our defense policy. Over a decade later, American forces are a smaller, but similar version of their Cold War predecessors. The author argues that, despite many suggestions for significant change, the bureaucratic inertia of comfortable military elites has dominated the defense policy debate and preserved the status quo with only minor exceptions. This inertia raises the danger that American military capabilities will be inadequate for future warfare in the information age. In addition, such legacy forces are inefficient and inappropriately designed for the demands of frequent and important antiterrorist and peace operations. Lacquement offers extensive analysis concerning the defense policymaking process from 1989 to 2001, including in particular the 2001 Quadrennial Defense Review. This important study also provides a set of targeted policy recommendations that can help solve the identified problems in preparing for future wars and in better training for peace operations.
