Book excerpt: The Department of the Navy's white paper, ' ... From the Sea' must unmistakably be viewed as a viable warfighting doctrine, requiring studied application of operational art. Nevertheless, little has been written concerning the application of maritime operational art to the naval services' new concept. Naval service officers, who doubtless will function as 'firemen' in a crisis response situation, and as members of a Joint Task Force or joint force for more sustained operations, must clearly understand the operational level of war, and how to apply operational art. To assist in operational conceptualization, four key questions are employed as a general framework. Other valuable concepts of operational design are centers of gravity, decisive points, culmination, commander's intent, and operational fires all synthesized under the genre of the naval campaign. The Marianas campaign, conducted in the Pacific during World War II, is a classic model of a naval campaign which integrated air, land, and sea forces, and which embodied virtually all of the tenets of the operational art, and is instructive to today's Navy and Marine Corps officers. Moreover, other valuable aspects of modern operational design are useful: the commander's estimate, the campaign plan, the focus of main effort, and the use of operational fires and the maritime manifestation of maneuver warfare, Operational Maneuver From The Sea. As the naval service has proclaimed intent and ability to support national interests in the littorals, mastery of the operational art is vital. Two of these would-be opponents - Iran and North Korea - are exploiting small boat warfare and integrated coastal defenses to blunt, neutralize, or defeat U.S. Navy and Marine Corps operations in their littorals. Effective tactical level, shipborne defenses against small boats are still elusive; however, the application of operational art, particularly the use of operational fires and the proper synchronization and sequencing of operational functions and taskings, can reduce, even defeat, significant small boat threats and coastal defenses in major operations.

Operational Maneuver from the Sea (OMFTS) and Ship-to-Objective Maneuver (STOM) are the flagship concepts that the sea services are maturing to adapt amphibious operations to this new threat environment--OMFTS at the operational level and STOM at the tactical level. However, after years of experimentation, OMFTS and STOM are exhibiting friction points, most notably in the area of logistics. Are these challenges merely the growing pains of amphibious evolution or could they be symptoms of a greater problem, flawed operational art? OMFTS and STOM, as envisioned in concept, threaten to unhinge an operationally successful, battle-tested, operational art construct (trade space for time, invest time in force, apply force at decisive point) by over-emphasizing space and time (maneuver and tempo) at the expense of force. The most alarming impacts of such a shift in amphibious doctrine will be felt on logistics. This paper explores the rationale and logic behind the current vector of on-going transformation through a logistic and operational art lens and suggests the U.S. maintain a flexible amphibious capability, comprised of both traditional and evolving amphibious operations concepts.

Given the expanding role of asymmetric warfare in littoral sea control and the growing importance of strait integrity in the global economy, understanding the intricacies of operational factors in straits is vital to the Commander's employment of sound Operational Art. This paper examines operational factors as they pertain to the uniqueness of maritime straits. The peculiarities of strait closure and resulting drastic effects in the modern global economy must be examined thoroughly in the Space-Force-Time construct to understand the power balance vital to maintaining sea-lines of communication and maritime interests of the United States and its allies. Due to the speed at which some straits can be closed and the resulting global effects, the only guarantor of integrity in those straits is to preemptively strike a belligerent's forces. If this thesis is correct, a new array of difficult problems is revealed. The timeline from actionable intelligence to a belligerent's effective strait closure is very short, if it even exists. The time that is available is not sufficient for debating reactionary plans or new course of action (COA) development. But the decision to preemptively strike may result in many unintended consequences, the most likely -- war. The two extremes: reacting to strait closure and employing a preemptive-strike leave the combatant commander few middle-ground alternatives. A case study focuses on current day Iran and the Strait of Hormuz. Finally, the paper recommends a combatant commander review and revision of courses of action under an Operational Art lens, focused through the Space-Time-Force analysis provided.

The focus is an examination of operational art against a background of era-related historical experience to determine the consistency and change in operational art since World War I and the factors responsible. The application of this analysis perhaps will provide practical answers to the challenges of modem warfare. The industrialized, modem war is characterized by a reduction in the significance of purely military factors. Simultaneously, the dependence of warfare on the economic and technological potential of society has increased. The destruction or attrition of military resources is only one factor impacting operational art and its contribution to the decision of war.

While the submarine community lobbies in a parochial fashion about the indispensability of the platform, the truth of how the submarine provides significant operational impact in the purest sense of operational art is somewhat lost. But the Third World has not yet committed this error. This essay demonstrates historically how the concepts of operational art are inherent in the platform through the manipulation of the operational factors of space, time and force. These factors allow the submarine, a tactical platform, to have significant operational impact and influence. Third World countries could feasibly embrace these essential elements and theoretically garnish the decided advantage initially in a littoral conflict. The essay concludes with discussion of what must be done to neutralize this threat within the same operational art framework before one can even consider the majority of tactical roles U.S. submarines are often touted to be capable of.

In light of the dramatic capabilities envisioned for the 'Objective Force', the organized U.S. military mechanism of physical coercion, and the dynamic operational environment that characterizes the world of 2002, land and naval theory is examined, investigated and analyzed. A common perception is that maritime strategy and land strategy exist in discrete and separate spheres of knowledge. However, closer analysis demonstrates that they do not exist as independent areas of study, rather, they are merely divisions in the overall art of war. To develop and illustrate this concept, a general overview of the future threat/operational environment and the proposed characteristics and capabilities of the U.S. Army's Objective Force are presented. Manifest from this description of the Objective Force and the future threat, an apparent analogy between the Objective Force and a naval force becomes evident, even while it is increasingly apparent that technological advances are blurring the traditional distinctions between the divisions in the art of war between land, sea and air warfare. The functional divisions are becoming less distinct, increasingly interrelated and integrated.

The latest draft FM 100-5 has failed to create a common understanding, and therefore cannot serve as doctrine. There are several reasons for this. First, the draft doctrine does not capture successfully the timeless elements of operational art. Second, by not identifying the timeless elements, the human dimension of applying operational art is not emphasized to the degree necessary. Third, any doctrine explaining operational art must focus on applying the concepts to the present day operations that the Army is being tasked to plan and conduct. Finally, regardless of the impact technology will have on the Army, the methodology for creative conduct of military operations must never be forgotten. Operational art will always drive tactical actions. The focus of doctrine must be on how to apply operational art to practical activities. The concepts must transcend immediate technological conditions lest they be invalidated by rapidly changing capabilities during the life of the manual."--Abstract

Mattis, US Marine Corps by using Task Force 58 in Afghanistan as a formative base and then comparing elements of operational art to the conduct of the 1st Marine Division in Operation Iraqi Freedom, 2003. Mattis draws upon many historical influences that shape his operational design in both campaigns. He puts great effort and focus on ensuring that his commander's intent is understood by all his subordinates and uses a preference for a small staff in the planning and execution of his intent. He makes heavy use of personally selected liaison officers to form and sustain habitual relationships with higher and adjacent units. Through the use of historical examples and a refusal to be constrained by doctrine and popular thought he uses innovative approaches in his design. These innovative approaches often constitute paradigm shifts with contemporary thought and doctrine. A 'Mattis Way of War' is postulated in the conclusion which draws from his use of history, commander's intent, and leadership to build up a capacity, or potential energy, for action in his unit. Once built up, he unleashes this energy utilizing explicit trust in his staff and subordinates.
