Book excerpt: After years of deployments, the US Army Reserve Components (RC), comprised of both the Army National Guard and Army Reserve, have emerged and been recognized as critical components of the "operational" Army. As the military continues the post OIF/OEF drawdown, the Army needs to reexamine its Total Force concept and revise its current readiness model to capitalize on the capabilities as well as the economies and efficiencies inherent with the reliance on the RC. The RC provides a cost effective solution to help field a balanced and affordable force capable of meeting the full range of mission requirements. Importantly, the USAR provides capabilities that augment, supplement and are unique with those provided by the Active Component (AC). Central to optimizing the AC-RC force mix for the Total Force is the development of a viable force generation model and codification of what has been loosely termed as the "Operational Reserve." This paper examines and defines the "Operational Reserve," assesses readiness and resourcing challenges with operationalizing the RC, and recommends a stratified strategic management process to exploit the capabilities and cost effectiveness of the US Army Reserve.

Book excerpt: Recent experiences in Iraq, Afghanistan, and the Balkans have highlighted the importance of environmental considerations. These range from protecting soldier health and disposing of hazardous waste to building water supply systems and other activities that help achieve national goals in the post-conflict phase of contingency operations. The Army has become increasingly involved with environmental issues in every contingency operation and must be better prepared to deal with them. This study assesses whether existing policy, doctrine, and guidance adequately address environmental activities in post-conflict military operations and reconstruction. Findings are based on reviews of top-level policy and doctrine, analysis of operational experience, extensive interviews with diverse Army personnel, and a review of operational documentation and literature. From these sources, a database of 111 case studies was created. The research showed that environmental concerns can have far-reaching and significant impacts on the Army, both direct and indirect, especially in terms of cost, current operations, soldier health, diplomatic relations, reconstruction activities, and the ultimate success of the operation or the broader mission. Some evidence suggests that environmental problems may have even contributed to insurgency in Iraq. Recommendations include updating current policy and doctrine to fully address environmental considerations in contingency operations; ensuring that contractors are carefully selected and managed; and transmitting proactive field environmental practices and lessons throughout the Army.

Book excerpt: The reserve components of today's United States Army are, by both necessity and design, part of the operational force. Based on the anticipated strategic environment the Army has made a conscious decision to institutionalize the operational reserve force, an operational role which the reserve components will have to execute for the foreseeable future. To complete the "explicit evolution" of the Army's reserve components to an operational force, implications must be examined and addressed within the context of progressive readiness and cyclic deployments. The evolution toward an operational reserve force began in 1973 with the Total Force Policy. However, the implications of this change were not initially recognized. A critical capability gap resulted from a mismatch between decisions that increased operational reliance on the reserve components and the policy and resourcing decisions during the last quarter of the twentieth century. This paper will explain why an operational reserve force is being considered, examine the practical differences between a strategic reserve and an operational reserve, and identify critical implications of transitioning the Army's reserve components into a feasible, sustainable, operational reserve force.

Beginning in 1985, the U.S. Army Construction Engineering Research Laboratories (USACERL), in cooperation with the U.S. Army Environmental Center (USAEC), began the research that led to the publication of the Environmental Compliance Assessment Army Reserve (ECAAR). In Fiscal Year 1994, the U.S. Army became a participant in the efforts to create a single compliance assessment manual for use by all members of the DOD. The resultant manual is The Environmental Assessment and Management (TEAM) Guide. Book excerpt: Although it is impossible to predict the future, the operational environment of 2025 and beyond may require additional military support to the United States Government's agencies in Foreign Disaster Relief (FDR). Global climate change, urbanization, growing natural resources scarcity, and other factors will increase the need for humanitarian assistance (HA) and disaster relief. At the same time, the Department of Defense (DoD) is undergoing budget and force reductions. The confluence of these factors and interaction of these variables in the current and future operational environment may require increased FDR capability and support from the military. Options for how the DoD will address FDR should be explored. Given the unique capabilities of the United States Army Reserve (USAR), congruent with FDR, the USAR may be best suited for the primary role in FDR missions. This monograph explores the current and future environment and provides analysis of the USAR to serve as a DoD option with a primary responsibility in FDR. The DoD's involvement in supporting the USG humanitarian assistance and disaster response (HADR) efforts through FDR will likely increase due to changing environmental conditions caused by climate change. Climate change is a major contributor to emerging natural resource scarcity, the increase in frequency of natural disasters, and other extreme weather events that influence the economic, social, and political stability of impacted nations. Insurgents and malign actors can capitalize on the prevailing unstable conditions created or exacerbated by climate change events or impacts. In addition, as nations have closed their borders to US presence, interaction, and influence, USG efforts in FDR can be a valuable tool to break down barriers and foster diplomacy.

Book excerpt: The design, construction, operation, and retrofit of buildings is evolving in response to ever-increasing knowledge about the impact of indoor environments on people and the impact of buildings on the environment. Research has shown that the quality of indoor environments can affect the health, safety, and productivity of the people who occupy them. Buildings are also resource intensive, accounting for 40 percent of primary energy use in the United States, 12 percent of water consumption, and 60 percent of all non-industrial waste. The processes for producing electricity at power plants and delivering it for use in buildings account for 40 percent of U.S. greenhouse gas emissions. The U.S. federal government manages approximately 429,000 buildings of many types with a total square footage of 3.34 billion worldwide, of which about 80 percent is owned space. More than 30 individual departments and agencies are responsible for managing these buildings. The characteristics of each agency's portfolio of facilities are determined by its mission and its programs. In 2010, GSA's Office of Federal High-Performance Green Buildings asked the National Academies to appoint an ad hoc committee of experts to conduct a public workshop and prepare a report that identified strategies and approaches for achieving a range of objectives associated with high-performance green federal buildings. Achieving High-Performance Federal Facilities identifies examples of important initiatives taking place and available resources. The report explores how these examples could be used to help make sustainability the preferred choice at all levels of decision making. Over the past decade and a half, the Army National Guard (ARNG) and the United States Army Reserve (USAR) have mobilized hundreds of thousands of Soldiers in support of contingency operations in Iraq and Afghanistan, as well as to numerous other missions worldwide and throughout the Continental United States (CONUS). They have proven their capabilities and exceeded operational expectations, successfully transitioning from the strategic reserve force of the Cold War era to a well-trained and experienced operational reserve force of the GWOT era. The problem facing the Department of Defense (DOD), is determining the future utilization of RC forces, specifically their operational role, their implementation, and the development of a suitable mobilization authority that will support a broad spectrum of future operational requirements. This monograph presents two primary arguments. First, the Army RC should continue its role as an operational reserve in support of future operational requirements. Second, continuing the use of the Army RC as an operational reserve requires the implementation of a new mobilization authority, one that will be more lasting, functional, and suitable for the current operating environment. This monograph presents two key proposals including the sustainment of the RC as an operational reserve, and a comprehensive plan for the implementation of a new mobilization authority. The action plan for these proposals includes a recommended framework and guidelines for a new mobilization authority that will achieve the goals of maintaining the use of RC forces as an operational reserve while modernizing the mobilization process to meet the demands of the current operating environment. A new and improved mobilization authority will allow Army RC forces to remain ready, reliable and relevant, capable of supporting future operational requirements of the 21st century. This monograph presents two primary arguments. First, the Army RC should continue its role as an operational reserve in support of future operational requirements. Second, continuing the use of the Army RC as an operational reserve requires the implementation of a new mobilization authority, one that will be more lasting, functional, and suitable for the current operating environment. There are five principal factors supporting the continued use of the Army RC as an operational reserve. First, over three quarters of a million Army RC Soldiers representing a large scale of ARNG and USAR units have mobilized since September 11, 2001 (9/11) in support of OEF, OIF, OND, and ONE, demonstrating the proven capabilities and very significant operational role of the Army RC in America's GWOT. 2 Second, as the Regular Army (RA) decreases its end strength, projected to fall to as low as 440,000 to 450,000 Soldiers by 2019, the RC can expect ongoing mobilizations and a substantial operational role. Third, current force structure allocations include a large volume of the Army's critical support units in the RC, including sustainment units and those historically categorized as combat support (i.e., chemical, engineer, military police, and signal units), as well as civil affairs and medical units. Maintaining such a large volume of the Army's support force structure in the RC increases the likelihood of their operational use for future operational requirements.

Book excerpt: The purpose of this project is to identify if there is a need to further investigate the relationship between military readiness and Leadership in Energy and Environmental Design (LEED) standards in facilities belonging to the United States Army Reserve (USAR). Unit readiness is determined through monthly reports that identify shortfalls preventing a military organization's ability to accomplish its mission. Senior military and governmental officials use these monthly reports to identify units that are eligible for contingency operations and overseas deployments. Military readiness is related to worker efficiency in the civilian sector, and many studies have shown that sustainability in the form of environmental standards like LEED have improved worker productivity and health. The relationship between the presence of sustainability measures and military readiness remains unstudied. This quantitative study explores the concepts of sustainability and readiness, using sustainability as a variable of LEED and readiness data as an indicator of efficiency. Data was extracted from monthly readiness reports of 50 USAR units - 25 units that relocated in LEED facilities, and 25 that relocated into non-LEED facilities for 18 months prior to the units' relocation into a LEED or non-LEED facility through 18 months after the relocation. The results show that on average, the units relocated into LEED facilities improved readiness by 13%, while the average increase for units that relocated into non-LEED facilities was only 1%. This data doesn't indicate a direct relationship between sustainability and unit readiness, but it indicates that an association may exist between green buildings and increased capabilities. Recommendations provided at the end include attempting to identify a direct relationship by examining and ruling out a number of other factors that could influence readiness levels. The study concludes with recommendations for future study.

Book excerpt: Due to the current size of the U.S. Army and operational tempo, the Army National Guard and Army Reserve have been moved from a strategic reserve to an operational reserve. This thesis attempts to answer the following question: What is the best use of the operational reserve in Security, Stability, Reconstruction, and Transition (SSRT) and Counterinsurgency (COIN) operations. To arrive at this answer, selected historical case studies are used to gain insight into the best practices for SSRT and COIN. Several themes stand out. These include the primacy establishing and maintaining a secure environment, the historic failure of the Army to sufficiently plan for the transition from combat to SSRT operations, the commonality between SSRT and COIN, and lack of planned capability for SSRT and COIN skill sets in either the Active or Reserve component. This study further looks at how the Operational Reserve can be used to address these shortcomings. In conclusion, several recommendations are made on missions and focus for the Operational Reserve in order to support Army full-spectrum operations.
