The official reason for the raid was to capture the town's port, gather relevant intelligence, and destroy a number of coastal defenses, port structures and other identified buildings. Allied authorities believed the raid would not only provide a much-needed boost to Allied morale, but also demonstrate to Stalin that Britain and the United States were serious in their commitment to opening a second front, in order to help the Soviet army fighting on the Eastern Front. It has also been suggested that the real reason for the raid was to capture a new German 4-rotor Enigma code machine, along with related code books. Whatever the reasons for the raid, it was an unmitigated failure. The German defenses were more formidable than intelligence reports suggested they would be, Allied aerial and naval support was insufficient, meaning soldiers were unable to achieve their objectives, and most of the tanks failed to make it off the beaches. Indeed, due to the unexpected mounting casualties, the decision was taken to cut short the raid and evacuate the remaining men.

The Soviets felt that they were fighting the Germans by themselves. Stalin demanded Britain open a second front to draw German forces away from the east. Though the debate surrounding Jubilee’s purpose and cost has raged in the years since the war, many vital and important lessons were learned. Their destination was the small port of Dieppe and their mission was to foster German fear of an attack in the West and compel them to strengthen their Channel defenses at the expense of other operational areas. Their secondary purpose was to learn as much as possible about new techniques and equipment and gain experience and knowledge necessary for a future great amphibious assault. By early afternoon, 807 Canadians lay dead in and around Dieppe. Another 100 would die of wounds, and in captivity, and about 1900 more would sit out the rest of the war in POW camps. The intent of this paper is not to refight the battle in detail, but to examine the strategic implications of the raid in terms of future operations by the Allies. This paper will also inform the reader on the utility of the mission given the tragic loss of life that day. Historians still debate whether Dieppe was a “needless slaughter” or a precursor for success at Normandy on 6 June 1944.

The plan called for a raid-in-force by a closely coordinated joint attack of air, sea, and land forces. Planners anticipated that the joint operation would take only 15 hours for successful execution and withdrawal. Unfortunately, within 7 hours the raid on Dieppe ended in complete disaster. The losses were grim: 60 percent of the ground force was killed, wounded, or captured; 106 of 650 aircraft were destroyed; 33 of 179 landing craft were lost at sea or on the beaches; and one of eight destroyers was sunk. The raid on Dieppe was conceived as a coordinated joint plan of air, sea, and land battles. However, as planning progressed, it devolved into a complex and inflexible script in which synchronization was used to make up for operational shortfalls. Inevitably, Clausewitzian friction affected the battle, and the inability to achieve operational objectives within carefully prescribed timelines meant that the pre-conditions for successive steps were not met. It was not any single event that led to the catastrophe at Dieppe, but rather a cascading series of events which began with the drafting of the plan and ended in the failure of the mission. Operation JUBILEE did not fail because of poor intelligence, a lack of preparation, or the loss of operational surprise. It failed because a plan that originally started out as a joint battle of air, land, and sea forces, had devolved into an overly complex, scripted event that had no possible chance for success.

Stalin was demanding action in Western Europe to lessen the pressure of the 280 German divisions that were bearing down upon Stalingrad. Roosevelt was insisting that U.S. soldiers must start fighting the Germans in Europe, and Mackenzie King, the Canadian Prime Minister, desperately needed Canadian troops to become involved in the war to keep his politically divided nation together. Churchills response to these measures was to authorize a super-raid upon German-held territory, and the target selected by the planners was Dieppe. Apart from the notable success of No.4 Commando, the raid was a disaster with more than 50 per cent of the 6,086 men who landed being killed, wounded, or taken prisoner, plus all the Churchill tanks landed in support of the infantry suffered mechanical failure or were shelled into smoking wrecks. Yet amid the scenes slaughter, of confusion, and communication breakdown, were acts of almost unimaginable heroism, ingenuity, determination, and self-sacrifice to which the awarding of two Victoria Crosses paid a worthy tribute. There were also special missions associated with the raid, the details of which remained a closely guarded secret until long after the war. This book opens a window on Operation Jubilee, allowing the reader a rare insight into the death and destruction inflicted upon the Allied force during just a few hours, and of the damage done to Dieppe itself, with many of the photographs being taken by the victorious German defenders. The raid saw the heaviest casualty figures experienced by Canadians in the Second World War, and the photographs in this book are a stark reminder of that fateful day in late summer of 1942.
