Book excerpt: Improving the survivability of the Nation's military command, control, and communications systems, under the spectrum of threats foreseen for the future, is one of the most important goals of the WWMCCS Information System (WIS) Joint Program Management Office. Critical to the survivability of the modernized WIS will be the connectivity it will provide its operational users. The closer user connectivity approaches full connectivity the greater will be the probability of survival under stress--stress being caused by destruction of nodes, electronic warfare and/or increased traffic. The proliferation of packet-switched networks has great potential for offering the WIS a high degree of user connectivity because of the ability of packet-switching to asynchronously time-share communication links and to Alternate-route traffic around failed links or nodes and to bypass congested nodes. The objective of this report is to provide guidance to the developers of the WIS architecture in achieving an acceptable level of survivable user connectivity utilizing, as much as possible, existing packet-switched networks. Particular emphasis is given to security, an important aspect of any DoD command and control system.

Book excerpt: Global Command and Control System (GCCS) software version 2.0 was planned for installation in March 1995 without adequate testing to verify that it was operational. The GCCS is an integral part of the implementation of the Command, Control, Communications, Computers, and Intelligence (C41) for the Warrior. The GCCS is the planned DoD-wide system for the command and control function for the unified commands and the Army, Navy, Air Force, and Marine Corps, and will replace the World Wide Military Command and Control System. The announced audit objective was to evaluate the effectiveness of the C41 for the Warrior concept in achieving joint interoperability. Specifically, we evaluated the GCCS program because it implements the command and control segment of the C41 for the Warrior concept. We also evaluated the effectiveness of management controls for the GCCS program.

The volume first presents a model of the processes and queue points associated with TSS response time and then describes eight tests to direct an analysis of TSS response time.

CAC2S is designed to be a singular tactical system for all functional agencies within the Marine Air Control Group (MACG). CAC2S will allow the MACCS to operate in a manner that could not be achieved when the MACCS was first formed during the 1960's. Many sources in the Fleet Marine Force and the support establishment recognize that the MACCS must reorganize in order to operate and function effectively within the confines of this emerging 21st century technology and doctrine. Parallels exist between bow industry and business reorganize when introduced to new technologies and business doctrine, and the military. Organizational restructuring is something that must be carefully considered and planned, for it is most often resisted by the members and stakeholders of an organization. Overcoming the barriers and resistance to change requires formal models of change be implemented. Technology alone cannot increase or improve an organization's productivity. Only through formal restructuring can an organization such as the MACCS hope to remain essential to the mission of the Marine Corps.

GAO prepared this report under the Comptroller General s authority as part of a continued effort to assist Congress and reviewed (1) whether the program is meeting its strategic goals, (2) the extent to which the contractor is meeting service level agreements, (3) whether customers are satisfied with the program, and (4) what is being done to improve customer satisfaction. To accomplish this, GAO reviewed key program and contract performance management-related plans, measures, and data and interviewed NMCI program and contractor officials, as well as NMCI customers at shipyards and air depots.
