Book excerpt: As weapon system life cycle costs have risen, DoD has placed new emphasis on examining the operating and support (O/S) cost impacts of planned new weapons and finding ways to reduce these costs. O/S cost analyses are now a major part of the cost review conducted at each weapon procurement decision meeting by the Defense Systems Acquisition and Review Committee (DSARC) and the Cost Analysis Improvement Group. This report recommends guidelines for preparing and presenting estimates of the support investment (SI) and O/S costs of fixed and rotary wing aircraft systems to DSARC. It provides a framework for objective comparison of SI and O/S costs of program, design, or support alternatives, using consistent methodologies and terminology. It also focuses on assessment of efforts to control downstream costs of weapon systems in the acquisition phase. A general methodology for SI and O/S cost-estimating is described, a standard cost element structure is defined, and specific requirements for presenting SI and O S cost estimates to DSARC are proposed. Standards for the presentation and documentation of those cost estimates are recommended.

Part I details the development and implementation of an operating and support cost model for aircraft carriers and surface combatants. Twenty-three O and S cost elements were identified and defined, with close adherence being maintained to the draft CAIG Operating and Support Cost Development Guide for Naval Ships, the Navy Resource Model (NARM), and the work of the Visibility and Management of Support Costs (VAMOSC) Study Group. Cost data were obtained from three principal sources: Navy Cost Information System (NCIS), NARM Program Factors, and the Center for Naval Analyses' SOCER Study. Procedures consisting of parametric cost-estimating relationships, cost factors and 'thruput' estimates were developed for the full set of cost elements. Those procedures were incorporated into an automated model which was then used to estimate annual O and S costs for the DD-963 and the FFG-7. Part II of the report summarizes all the work accomplished under the contract and provides a listing of all technical reports submitted. (Author).

For the C-17 Globemaster III cargo aircraft, these costs could exceed $64 billion dollars. Also, many of our weapon systems are beginning to reach the end of their effective life span, and discussions about the impact of aging, on aircraft, has become a hot topic in the literature. System Dynamics is a modeling methodology developed in 1958, but never used extensively for cost estimating. SD offers unique capabilities to the cost estimator, including the ability to model causal relationships. This capability offers the cost estimator the ability to estimate O&S costs, spares availability, and mission capable rates, throughout the life span of a weapon system. The primary goal of this thesis endeavor is to prove the applicability of SD for cost estimating by demonstrating the various outputs of a SD model, including fixed and variable costs; secondarily, showing how the results from the SD model can provide a better estimate of future costs, when compared to models in use today.

The goal of this study was the development of a set of cost-estimating relationships that can be used to estimate the SE/PM cost element for development and production of aircraft and weapons programs. The authors canvassed government and industry personnel to learn about current techniques for estimating SE/PM costs, and they collected historical data from several aircraft and weapons programs to investigate trends in SE/PM costs over time and to generate methods that cost analysts can use early in the life cycle of a program when little cost information is available. The authors also investigated the effects on SE/PM costs from acquisition reform, including the reduction in the number of military specifications and standards, the use of integrated product and process teams, and the trend toward "evolutionary acquisition." This product is part of the RAND Corporation monograph series. RAND monographs present major research findings that address the challenges facing the public and private sectors. This report evaluates some of the most widely used life cycle cost models: AFR l73-10 models (BACE and CACE); the Logistics Support Cost model; the Logistics Composite model; the MOD-METRIC model; AFM 26-3 Manpower Standards; Air Force Logistics Command Depot Maintenance Cost Equations; the DAPCA model; and the PRICE model. The models are rated within a framework incorporating a set of cycle cost elements and a set of cost driving factors. Color-coded illustrations summarize the results. The models are shown to have many shortcomings that limit their usefulness for life cycle analyses in which estimates of absolute, incremental cost are required. Specific areas are identified where driving factor/cost element combinations are not adequately addressed.
