The thrust of this study examined and analysed impediments to the political and socio-economical empowerment of the African woman in the 21st century, with emphasis on Nigeria, and how to emancipate female Nigerians from political mediocre and stagnancy through education and participation in the socio-economic and political development of the nation. It argued that whereas various factors impede the advancement of women in politics and other spheres of the society, these factors are partly contributed by female Nigerians. The study further revealed that whereas the government has a role to play in changing the subordinate status of women in government and decision-making, many actions have to be taken by women in order to break loose from political backwardness and social subordination. Issues such as contending factors to the political progress of women were examined, and thereafter the way forward proposed. The main purpose of the study is to encourage maximum support and participation of women in decision-making and the development of the nation. This article may be useful to educators, policy makers and women groups who are developing strategies for the advancement of women in developing countries.

Book excerpt: Concerns about new learning environments have spurred the debate as to whether the new world of online teaching and virtual studying might be as closed to the developing world, especially the women, as the traditional universities were until the turn of the twentieth century. Gender specific and feminist research shows that women often have less access to technology, less control over the ICT (Information and Communication Technology) in their homes and places of work, and less confidence and competency in using these technologies. According to the United Nations, lack of access to information is the third most important issue facing women globally, after poverty and violence against women. Equitable Access looks in detail at the ODL (Online Distance Learning) and ICT situations in Ghana. The author provides a critical assessment of the strengths and threats to the development of an effective distance education program in tertiary institutions in Ghana, surfacing the need to promote equity in educational access. Based on a survey of distance learners in four public universities, the author navigates to the heart of issues and determines that in Ghana and for that matter Africa, the digital and gender divides could further widen if conscious effort is not made to mainstream ICT in all gender issues.

In spite of the global efforts to broaden opportunities in many schools all over Nigeria, many are not responding adequately to the needs of their students. A large majority of the learners do not acquire even minimal levels of learning due to such factors as poverty, malnutrition and different multi-cultural contexts, and many children still relegated to environments that discourage learning. The Convention on the Rights of the Child recognizes that States Parties shall respect and ensure the rights set forth in the present convention to each child within their jurisdiction without discrimination of any kind. However, in Nigeria, available indicators show that the girl-child is discriminated against from the earliest stages of life, from her childhood and into adulthood. The reasons for the discrepancy include: female genital mutilation, son preference, early marriage, violence against women, sexual exploitation and gender-based educational processes. In supporting girls' education, no developmental strategy is better than one that involves women as central players. It has immediate benefits for nutrition, health, savings and reinvestment at the family, community, and ultimately, country levels. Educating girls is a social development policy that works. It is a long-term investment that yields an exceptionally high return. Gaining access to learning and successful participation in education is becoming essential for all. As a result, most countries have set goals to increase the access to girl-child education for individuals that are under-represented. Among other principles, for equitable access and success in learning global development perspectives in Nigeria, what ODL (open and distance learning) can do in terms of success and access to learning development is the bone of contention for this paper as ODL are balancing inequalities between age groups and extending geographical access to education.

Undoubtedly, the demand on the conventional higher education delivery system in the country is high and ever increasing that the system at the moment is unable to accommodate the number of candidates seeking admission. This paper, therefore, attempts some definition of open and distance learning as well as its practices with a view to advancing the prospects of open and distance as alternative system of higher education in Nigeria. Furthermore, it concludes that considering the level of infrastructural decay in the conventional higher education system, open and distance learning as an alternative system of education has become imperative for the realization of the primary objectives of higher education in Nigeria.
