The book also disclosed that male refugees and intimate partners of female refugees were the prime gender based violence perpetrators of female refugees in Mai Ayni refugee camp. Moreover, the study revealed that idleness, economic dependency, physical insecurity, lack of awareness, collapse of social and family structure as well as poor reporting, coordination and legal enforcement mechanisms were identified as causes/risk factors for gender based violence against female refugees in refugee camp. Moreover, men’s feeling of ‘loss of power’ in the camp, which challenges male’s identity as superior to female, led male refugees to anger and makes female refugees vulnerable to different forms of gender based violence. Consequently, because of gender based violence, female refugees in refugee camp have short and long lasting damaging consequence on their life in terms of health, physical and psycho-social.

In the first section, the author introduces the specificity of the problem of women refugees as victims of sexual violence and the lack of response by the international community to gender-specific issues. It is stated that until the 1980s the international refugee protection politics did not address the urgent needs and concerns of female refugees in regard to their physical safety. Only within the influence of the United Nations Decade for Women, it is noted, has the massive suffering of sex-related human rights abuses against refugee women finally entered the public realm of international refugee politics. The second section is a literature survey, focusing on conference and seminar reports of the contemporary women's movement's consciousness-raising activities. Special attention is given to UNHCR publications, although the author criticizes the organization for its slow reaction to its obligation to carry out studies on the way refugee and displaced women are especially vulnerable. The third section of the thesis looks at the facts on sexual violence against women refugees, with a special focus on the situation of the boat people. Attention is also given to the problem of family or domestic violence within refugee communities. The effects of abuse on the women and members of their families are represented as well as the difficulties in investigating and reporting these incidents. The fourth section examines the international politics on sexual violence against women refugees. The author maintains that the international community, including UNHCR, historically has shown an insensitive attitude towards the role and situation of women refugees. However, she notes that the presentation of the final report on refugee women in 1980 at the Copenhagen UN Women World Conference marked a turning point in the official writing of UNHCR's refugee politics. In addition, it is said, the 1985 Nairobi World Conference forced the UNHCR again to present itself as an agency concerned about women refugees' gender-specific problems. The author discusses various NGO activities (an International Consultation on Women Refugees in 1988 in Geneva) and the work of women within the UNHCR staff and their positions.

In order to prevent this horrific crime from occurring, war rape must be consider a violation of the most fundamental rights, human rights. Human rights do not apply to women. The language of human rights creates the illusion that everyone is equal before the law, regardless of gender. It disguises the reality of unequal gender power relations that affects all societies. When addressing the crime of rape during times of conflict, the concept of equality means much more than treating all persons in the same way. Human rights activists need to address sexual violence against women as an infringement of human rights, but the only way to do that is to challenge the belief that human rights provisions adequately address women’s rights. Activists must advocate to expand human rights laws and build human rights standards to include gender specific crimes. Rape and all forms of sexual violence against women need to be clearly stated as a human rights provision. The acceptance of violence against women during times of conflict, as an abuse of human rights will provide activists with access to the ruling by international law. Because it would be universally held to have political weight, it will provide a useful set of tools. Using these tools, women can demand the State’s and international protection, prevention against this horrific crimes and retribution against the perpetrators of abuse. To advocate human rights is to demand that the human dignity of all people be respected. Therefore, no women should be subject to any form of torture, degrading treatment of inhuman treatment.

It was the feeling of insecurity that compel woman for subordination. Man wanted to maintain the status quo and was not willing to change in favor of woman. It took ages to convince that, to deny woman the rights she deserves is not only the violation of Human Rights but the main cause of world poverty. The U. N. O. and other international agencies have been trying hard to pass on this message to the community at large. Most of the countries have agreed to commit themselves to this new philosophy. But there is a big gap between preaching and practice. It is easy to amend the laws but difficult to bring an attitudinal change. This is the challenge, the world is facing today. Our efforts should be to bring this change as smoothly as possible. Woman has to come forward to take up this challenge. But she has to be very calculative in her struggle for achieving these objectives, without disturbing the peace.
