Current long transition times-ten years or more is now typical-are attributed to the complexity of the process. To help meet these challenges, the Department of Defense asked the National Research Council to examine lessons learned from rapid technology applications by integrated design and manufacturing groups. This report presents the results of that study, which was based on a workshop held to explore these successful cases. Three key areas emerged: creating a culture for innovation and rapid technology transition; methodologies and approaches; and enabling tools and databases.

Programs have been created in DOD to help facilitate the transition of new technologies. The conference report accompanying the fiscal year 2012 National Defense Authorization Act directed GAO to undertake a body of work that will provide a holistic assessment of DOD's S&T enterprise. This report reflects the results from GAO's first review, which focuses on technology transition. Generally, when technologies have been sufficiently matured in the S&T environment, the technologies are available to transition to a military user. GAO's specific objectives were to (1) determine what DOD programs are dedicated to facilitating technology transition, (2) assess the outcomes of these transition programs, and (3) identify practices among the programs that may facilitate technology transition. GAO conducted interviews with and collected information from each technology transition program to identify their selection, management, and assessment practices, as well as project outcomes. "

This book discusses the implications of disruptive technologies for the defence innovation ecosystem. Two complementary dimensions of the defence innovation ecosystem are highlighted: the industrial and intra-organizational. On the industrial scale, there is a shift in the ecology of knowledge underpinning the defence industrial and technological base (DITB). At the intra-organizational level, it is the actors’ practices that change and, through them, their skills and the processes by which they are acquired and transferred. In this context, the sources and legitimacy of innovation are being transformed, in turn requiring sometimes radical adaptations on the part of the various actors, including companies, military services, research communities and governmental agencies, which make up the defence innovation ecosystem.

To that end, I explore how social (network), spatial (region), and industrial (technology) factors affect the SBIR's ability to do this. Specifically, I examine the contextual effects of network, regional, and industrial characteristics on the success of technology transition using various regression models. To incorporate multilevel factors, in particular, I employ hierarchical linear models with firm- and region/ industry-level variables related to state-level innovation capacity, anchor tenants, innovation brokers, technology life cycle, technology market, technological and network positions of SBIR awardees in relation to the DOD (including its research laboratories) and prime contractors."--Publisher's description.

However, a long-standing challenge has been ensuring that high value technologies are mature and available for military users. The Ike Skelton National Defense Authorization Act for Fiscal Year 2011 required DOD to establish RIP to facilitate the transition of innovative technologies into acquisition programs, and over $1.3 billion has been appropriated to the program since its inception. Senate Report No. 113-44 included a provision that GAO review the execution of RIP. This report examines the extent to which (1) DOD has established a competitive, merit-based process to award RIP contracts; (2) DOD has established practices to manage the execution of RIP projects; and (3) RIP is meeting its objective of rapidly inserting innovative technologies in defense acquisition programs. GAO reviewed RIP documentation, interviewed DOD and military department officials, and reviewed a nongeneralizable sample of 40 projects awarded with fiscal year 2011 and 2012 funding to assess DOD management practices as well as 52 fiscal year 2011 funded projects scheduled for completion through July 2014 to assess transition outcomes.

Many studies have made recommendations to address DoD’s innovation adoption and scaling problem, but the solution boils down to changing a culture that favors caution and existing processes into a culture of innovation that embraces experimentation, agility, learning, and risk.

Book excerpt: The Defense Advanced Research Projects Agency (DARPA) was created in 1958 to ensure technological superiority for U.S. military forces by fostering innovation and pursuing high-payoff, frequently high-risk projects. Each conflict since that time has demonstrated the wisdom of having an entrepreneurial technical organization unfettered by tradition or conventional thinking. For example, in Operation Desert Storm, the Persian Gulf War of 1990, some of the revolutionary capabilities, such as the F-117 stealth fighter, the Joint Surveillance and Target Attack Radar System (JSTARS), and the Precision Guided Munitions were the direct result of initiatives of this small agency in the preceding years. Successful though DARPA has been, the introduction of new capabilities into our forces has been relatively slow for a variety of reasons. It is important to examine past transitions of technology to military applications in order to improve the processes and to understand the right investment strategies. Introducing high-quality military capabilities is obviously important and, historically, has been the department's dominant goal. In today's less certain world, in which many potential adversaries have access to technology almost as rapidly as does the U. S. military, the time it takes to apply new technology takes on new significance. It is hoped that this study will go a long way to focus attention on improving the transition process and timeline.
