Even though it has been the focus of abundant research over the past five decades, some key policy questions have not found clear answers yet. To what extent is internal migration a desirable phenomenon and under what circumstances? Should governments intervene and, if so, with what types of interventions? What should be their policy objectives? To shed light on these important issues, the authors survey the existing theoretical models and their conflicting policy implications and discuss the policies that may be justified based on recent relevant empirical studies. A key limitation is that much of the empirical literature does not provide structural tests of the theoretical models, but only provides partial findings that can support or invalidate intuitions and in that sense, support or invalidate the policy implications of the models. The authors' broad assessment of the literature is that migration can be beneficial or at least be turned into a beneficial phenomenon so that in general migration restrictions are not desirable. Book excerpt: This paper reviews the literature on migration within and from rural areas of Southeast Asia to examine the effects of redistribution of labor and remittances on livelihoods and land-use practices, as well as contexts in which migration drives, yet is also driven by, social and environmental change. Gaps in the literature and areas of contention and debate are highlighted, informing an agenda for further research. Many studies approach ways in which labor dynamics and remittances to rural villages affect agricultural productivity among migrant-sending households, or compensate for lost labor by supporting household consumption, but the reality is often found to be a combination of both on the basis of immediate priorities. Perceived returns to investments in both monetary and labor terms are critical to how migration influences household land-use decisions, while initially profitable investments and conducive local conditions are seen to enable successive enhancement and diversification of livelihoods. Overall, the expansive literature relating to migration and development often alludes to, yet stops short of, directly examining migration and remittance effects on land and forest cover change. The literature on land-use change often overlooks or briefly references migration, but migration rarely forms the central point of enquiry. Understanding of the linkages between migration and land-use can be strengthened through spatially situated studies in different geographical settings. Such studies would be better positioned to inform policies relating to land-use, agriculture and forestry in rural regions of Southeast Asia, where multi-local livelihoods are increasingly entwined with globalized processes, including those driving environmental changes that such policies seek to govern.

Migration and remittances play an important role in transforming the structure of rural household income. This paper examines the impact of rural-to-urban migration on rural poverty and inequality in the case of Hubei province using the data of a 2002 household survey. Since remittances are a potential substitute for farm income, the paper presents counterfactual scenarios of what rural income, poverty, and inequality would have been in the absence of migration. The results show that, by providing alternatives to households with lower marginal labor productivity in agriculture, migration leads to an increase in rural income. In contrast to many studies that suggest the increasing share of non-farm income in total income widens inequality, this paper offers support for the hypothesis that migration tends to have egalitarian effects on rural income for three reasons: (i) migration is rational self-selection - farmers with higher agricultural productivities choose to remain in local agricultural production while those with higher expected return in urban non-farm sectors migrate; (ii) poorer households facing binding constraints of land shortage are more likely to migrate; and (iii) the poorest poor benefit disproportionately from remittances.

Book excerpt: "In an increasingly globalized world community, rural international migration is often characterized by engagements or links that migrants establish with their home countries, home towns and relatives in their country of origin through transnational economic and social activities. This background paper analyses how migrants positively contribute to the sustainable economic development of rural youth in their countries of origin. Specifically, this paper details migrants' contribution to youth rural development through transnational economic engagement, which positively impacts financial inclusion, creation of employment opportunities and the promotion of entrepreneurship. Transnational engagement activities include money transfers (family remittances), philanthropy, entrepreneurship, capital investment, homeland goods consumption and knowledge transfer. We find that youth are doubly disadvantaged relative to adults in rural areas and relative to their urban counterparts, making remittances and other forms of engagement particularly important in helping this especially vulnerable group. Transnational engagement that occurs in rural areas and targets issues such as education or nutrition can disproportionately benefit youth. Other transnational engagement, such as knowledge transfer or partnership, establishes youth as agents of their own development and economic well-being. Though the activities differ, underlying all forms of transnational engagement is a reinforcement of social and cultural identities and connection with countries of origin for both migrants and descendants of migrants"--Preliminary page.

Book excerpt: Crossing anthropology with urban studies and architecture, this is the first book to explore how Mexican migrants are building houses and other structures in Mexico with the money they earn in the US. The author defines this as the development of remittance space, a phenomenon that is changing the landscapes and economies of villages and towns throughout Mexicoand, not incidentally, of several US cities as well, including LA and Chicago. While remittance building is not unique to Mexico, the remittance corridor from the US to our southern neighbor is the largest in the world: a flow of about 22 billion dollars in 2010 alone. Lopez has identified a correspondence between this monetary flow and the construction boom in rural Mexico. In fact, she proposes that a Mexican s capacity to build in rural villages itself motivates migration and changes social and cultural life for migrants and their families. Through careful ethnographic and architectural analysis, Lopez brings migrant hometowns to life and positions them in larger critical debates about migration. The research was conducted on both sides of the border: Lopez worked and lived with migrants in Los Angeles and Chicago, and she pursued her subject throughout the south of Jalisco, not far from Guadalajara. This is a dangerous area: drug wars are raging, and it takes courage and care to spend time there, a matter covered in the book."
