Book excerpt: The present book treats a highly specialized topic, namely effec tivity functions, which are a tool for describing the power structure implicit in social choice situations of various kind. One of the ad vantages of effectivity functions is that they seem to contain exactly the information which is needed in several problems of implementa tion, that is in designing the rules for individual behaviour given that this behaviour at equilibrium should result in a prescribed functional connection between preferences and outcome. We shall be interested in both formal properties of effectiv ity functions and applications of them in social choice theory, and among such applications in particular the implementation problem. This choice of emphasis necessarily means that some other topics are treated only superficially or not at all. We do not attempt to cover all contributions to the field, rather we try to put some of the results together in order to get a reasonably coherent theory about the role of the power structure in cooperative implementation. The authors are indebted to many persons for assistance and advice during the work on this book. Our analysis of this problem will be based on equilibrium concepts borrowed from Game Theory. This research program arises several questions on its feasibility like the empirical relevance of the results, the substantial theoretical insights obtained in this way, etc. Unfortunately, most of these questions can not be answered in the short run. This book is written in the hope that this research strategy is meaningful, but about its final success no body can tell. Another important question is if simpler models could deliver the essential insights offered by the theory of imperfectly competitive mar kets. This Introduction will be devoted to argue that, currently, there is no alternative to the approach presented in this book. Consider the following fact: A square inch of soil in the Explanada of Ali cante (located in front of the sea, right in the middle of downtown) cost several times more than a square inch of soil in San Vicente del Raspeig (located sev eral miles toward the interior of the peninsula). l How can we explain such a thing? First notice that because of the large quantity of possible traders involved in this market, we can safely assume that any agent has to accept the market price, i. e. is a price-taker.

In Fig. 1a, regional developmentanalyses are revealed, where the economyis sliced vertically into regions and their dynamics are investigated. The study of the evolution of industries, typical of evolutionary industrial e- nomics, is represented in Fig. 1b, where the economy is divided horizontally into sectoral slices. This approach has progressed considerably in recent years (see Malerba 2006, for a recent survey). Modi?cations of industries have important spatial implications, which however are not normally at the core of these ana- ses even though spatial patterns of innovation differ greatly from sector to sector (Breschi 2000). Our approach operates in the manner of Fig. 1a and we will focus on regions, extending the analysis to industries only where this is regionally and structurally relevant. Hence, the approach in the book belongs to the tradition of regional development theories, but, in contrast to the more traditional analyses, we will not consider the region as an economic unit per se. Rather, interactions between and within regions are very relevant to the performance of individual regions in an integrated world and will be at the core of the analyses of the following chapters.
