Collective efforts are needed, and diplomacy is a key element in this process. This text examines how diplomacy serves global governance, how the diverse international actors use it, and what it accomplishes. The focus is on diplomatic practice, looking at the diverse methods used by the international actors involved and how they contribute to its effectiveness. The first section examines how various levels of international actors practice diplomacy. Nation states are still key actors and they use many methods in embassies, international conferences, international organizations, summit meetings, and more. International organizations are both a forum for multilateral diplomacy and a major set of international actors still growing in significance for global governance diplomacy. In addition, a multiplicity of regional or limited membership institutions play a role in global governance. At the transnational level, there is the increasing role of civil society institutions and nongovernmental organizations in international affairs. This is where a new kind of international actors is found, unevenly contributing to global governance diplomacy beyond the control of public authorities. The second section explores the functional level, looking at how diplomacy operates in five areas of global governance: peace and security, economic governance, social issues, human rights, and environmental protection. Each of these presents different challenges for global governance diplomacy and requires the development of different diplomatic strategies and new techniques. Some of the issues are more amenable to global governance while others, such as the eradication of global poverty remain fairly intractable. The text extends beyond the usual description of diplomatic apparatus and dynamics to explore “diplomacy at work” in specific, current policy areas that are very relevant to the present debates in international politics.

The recent spread of digital initiatives in foreign ministries is often argued to be nothing less than a revolution in the practice of diplomacy. In some respects this revolution is long overdue. Digital technology has changed the ways firms conduct business, individuals conduct social relations, and states conduct governance internally, but states are only just realizing its potential to change the ways all aspects of interstate interactions are conducted. In particular, the adoption of digital diplomacy (i.e., the use of social media for diplomatic purposes) has been implicated in changing practices of how diplomats engage in information management, public diplomacy, strategy planning, international negotiations or even crisis management. Despite these significant changes and the promise that digital diplomacy offers, little is known, from an analytical perspective, about how digital diplomacy works. This volume, the first of its kind, brings together established scholars and experienced policy-makers to bridge this analytical gap. The objective of the book is to theorize what digital diplomacy is, assess its relationship to traditional forms of diplomacy, examine the latent power dynamics inherent in digital diplomacy, and assess the conditions under which digital diplomacy informs, regulates, or constrains foreign policy. Organized around a common theme of investigating digital diplomacy as a form of change management in the international system, it combines diverse theoretical, empirical, and policy-oriented chapters centered on international change. Yet, the global North continues to offer unfavorable trade terms to the global South. Truly fair trade would make reciprocal concessions to developing countries while allowing them to better their own positions. However, five hundred years of colonial racism and post-colonial paternalism have undermined trade negotiations. While urging developing countries to participate in trade, the North offers empty deals to "partners" that it regards as unequal. Using a mixed-methods approach, J. P. Singh exposes the actual position beneath the North's image of benevolence and empathy: either join in the type of trade that developed countries offer, or be cast aside as obstreperous and unwilling. Singh reveals how the global North ultimately bars developing nations from flourishing. His findings chart a path forward, showing that developing nations can garner favorable concessions by drawing on unique strengths and through collective advocacy. Sweet Talk offers a provocative rethinking of how far our international relations have come and how far we still have to go.

In the summer of 1701, 1,300 representatives of forty First Nations from the Maritimes to the Great Lakes and from James Bay to southern Illinois met with the French at Montreal. Elaborate, month-long ceremonies culminated in the signing of The Great Peace of Montreal, which effectively put an end to the Iroquois wars. In The Great Peace of Montreal of 1701 Gilles Havard brings to life the European and Native players who brought about this major feat of international diplomacy. He highlights the differing interests and strategies of the numerous First Nations involved while giving a dramatic account of the colourful conference. The treaty, Havard argues, was the culmination of the French colonial strategy of Native alliances and adaptation to Native political customs. It illustrates the extent of cultural interchange between the French and their Native allies and the crucial role the latter played in French conflicts with the Iroquois and the British. As we approach the 300th anniversary of the treaty's signing in August 1701, Gilles Havard emphasizes its contemporary significance: in signing a treaty with forty separate parties the French recognized the independent sovereignty of every First Nation. This translation is significantly revised and updated from the original French publication of 1992.

Book excerpt: Historian Eric R Dursteler reconsiders identity in the early modern world to illuminate Veneto-Ottoman cultural interaction and coexistence, challenging the model of hostile relations and suggesting instead a more complex understanding of the intersection of cultures. Although dissonance and strife were certainly part of this relationship, he argues, coexistence and cooperation were more common. Moving beyond the "clash of civilizations" model that surveys the relationship between Islam and Christianity from a geopolitical perch, Dursteler analyzes the lived reality by focusing on a localized microcosm: the Venetian merchant and diplomatic community in Muslim Constantinople. While factors such as religion, culture, and political status could be integral elements in constructions of self and community, Dursteler finds early modern identity to be more than the sum total of its constitutent parts and reveals how the fluidity and malleability of identity in this time and place made coexistence among disparate cultures possible.
