Game theoretical and rational-choice perspectives have been used extensively to analyze international conflict at a bilateral two-actor level. Problems of deterrence and conflict escalation and deterrence maintaining and conflict dilemma-solving strategies have been studied with a variety ofgame theoretical constructs. These range from two by-two games in normal form (Axelrod, 1984) to sequential games. It is obvi ous that the analysis of conflict-solving strategies and metastrategies deals implicitly and some times explicitly with cooperation. ! The emphasis on cooperation-promoting strategies plays therefore an important role within rational-choice analysis of two-actor problems. However, problems ofinternational cooperation have also been tradition ally associated with literary and qualitative approaches. This is especially true for studies carried out at a multilateral or systemic level ofanalysis. The association between cooperation problems at the international level and the study of international organizations influenced by the international legal tradition have certainly contributed to this state of affairs. The concept of international regime ofcooperation (Krasner, 1983), which derives itselffrom legal studies, has been developed entirely within the context of this literary 1 2 COOPERATIVE MODELS IN INTERNATIONAL RELATIONS RESEARCH conception. However, as such studies evolved, various authors tended to use more formal constructs to justify their conclusions and to refine their analy ses.

Earl There is no doubt that it is appropriate for a series on Modern Economic Thought to include a book on the recent development of economic analysis incorporating ideas from psychology. This book was designed to appear in 1987, 15 years after the publication of a now classic collection of essays in honor of George Katona (Strumpel et aI. , 1972), who throughout the fifties and sixties had been tirelessly trying to persuade economists of the virtues of an infusion of psychology into their work. In the intervening 15 years there has been a considerable growth of interest along the lines for which Katona had been arguing. Many psychology-based economics mon ographs have appeared; a specialist quarterly, the Journal of Economic Psychology, commenced publication in 1981, with 1985 seeing the first issue of the Journal of Interdisciplinary Economics as yet another addition to growing ranks of "psychology-friendly" journals such as the Journal of Consumer Research and the Journal of Social Economics; and recently, within psychology itself, symposia have been taking place with a focus on the economics/psychology interface - for example, see the entire June 1982 issue of the British Journal of Social Psychology. For someone like myself, strongly committed to a psychological approach to economics, a 1 2 PSYCHOLOGICAL ECONOMICS problem of information overload and consequent ignorance of pertinent developments already looms large as a possibility.

Book excerpt: With the rapid deterioration of the U.S. trade balance in the 1980s, the United States was forced to finance deficits by borrowing heavily from the rest of the world. In doing so, the United States went from being the world's largest creditor country to the world's largest debtor, while Japan and West Germany experienced a rise in trade surpluses. Such a shift in international trade flows has had profound effects on the world economy. McKibbin and Sachs address a range of issues involving macroeconomic imbalances in the world economy. Through the use of a new simulation model of the world economy they explore how policy actions undertaken in one country affect the trade flows and macroeconomic patterns among the other counties. The authors show that key macroeconomic features of the 1980s can be explained by shifts in monetary and fiscal policies in the major economies and by supply shocks due to changes in oil prices. In addition to showing how the global macroeconomic experience can be understood, they focus on a number of current policy issues, including the reduction of global trade imbalances, the consequences of U.S. fiscal consolidation, the effects of an oil price shock, the implications for the U.S. economy of increases in Japanese and German fiscal spending, the effects of targeting exchange rates among the major currencies, and the gains of increased coordination of macroeconomic politics among the major economies. In several cases, their conclusions are shown to be quite different from those that form the basis of many conventional views. The authors also analyze the importance of interaction between policymakers in industrial economies and conclude by reemphasizing the need for U.S. politicians and policy experts to recognize that macroeconomic results in the U.S. now depend heavily on events abroad.
