The purpose of the book is to show to the Liberian people some of the major causes that led to the Liberian political and social conflict, which resulted into complete underdevelopment of the country and the level of poverty in the country. The findings of this book will help Liberians and other interested people to learn the lessons that when there are suppressions and oppressions in a society, those oppressed will revolt against their oppressors. The book concludes that Liberias inclusive participation can once again be restored provided the Americo-Liberians are prepared for the inclusion of the various ethnic groups. Finally, the book would like to recommend that only Liberians at home and abroad are the actual cornerstones for peace, national rehabilitation, reconstruction, and recovery. This book predicts that the successes in Liberia will not only create a stable environment for democracy in Liberia but will also have a profound level of development as well as impact on peace in the West African subregion, particularly the Mano River Union countries.

Book excerpt: In the early 2000s, Liberian women wearing wrap skirts and white T-shirts, shouting: ‘We want peace, no more war’, attracted international attention. After almost fifteen years of civil war, the enduring active, multifaceted, and non-violent campaigning for peace by women’s organisations contributed to the end of the fighting and the signing of a peace agreement between the warring factions. Although it is widely assumed that women’s inclusion in peace processes yields greater attention to women’s issues and needs in the aftermath of a conflict, this is only partly the case in Liberia. Thus, this analysis looks beyond the extraordinary commitment by women in Liberia and deals with the questions to what extent their role in the peace process has contributed to gender-sensitive outcomes in post-conflict Liberian society and why greater gender sensitivity was not achieved. By focusing on manifestations of patterns of masculinity in the public and private spheres, Anne Theobald identifies factors at different levels of analysis within different time frames that elucidate the unexpected outcome. Not only does this provide for a more encompassing understanding of dynamics of gender relations and context-specific variables impeding gender sensitivity in post-conflict settings, but it also helps to refine prevailing theoretical approaches on gender in peacemaking and peacebuilding and to develop more holistic, context-specific, and efficient policy approaches, which can effectively lead to gender-sensitive peace.

Book excerpt: The Pro-Poor Agenda for Prosperity and Development 2018 to 2023 (PAPD) is the second in the series of 5-year National Development Plans (NDP) anticipated under the Liberia Vision 2030 framework. It follows the Agenda for Transformation 2012-2017 (AfT). It is informed as well by lessons learned from the implementation of the Interim Poverty Reduction Strategy 2007 (iPRS) and the Poverty Reduction Strategy (2008-2011). The fundamentals underpinning the PAPD are: i) Liberia is rich in human and natural resources; but ii) is deprived of development largely because its human capital lacks the knowledge to transform the natural resources into wealth—whether through farming, mining, fishing, or other productive ventures that require technology or financial investments. Consequently, Liberia is relatively rich in natural capital but relatively poor in relations to its peers in both human and produced capital. Moreover, because of a legacy of entrenched inequality in access to development opportunities, widespread infrastructure deficits and pervasive poverty have become the binding constraints to future growth and prosperity.

Book excerpt: Liberia, a small West African country that has been wracked by violence and civil war since 1989, seems a paradoxical place in which to examine questions of democracy and popular participation. Yet Liberia is also the oldest republic in Africa, having become independent in 1847 after colonization by an American philanthropic organization as a refuge for "Free People of Color" from the United States. Many analysts have attributed the violent upheaval and state collapse Liberia experienced in the 1980s and 1990s to a lack of democratic institutions and long-standing patterns of autocracy, secrecy, and lack of transparency. Liberia: The Violence of Democracy is a response, from an anthropological perspective, to the literature on neopatrimonialism in Africa. Mary H. Moran argues that democracy is not a foreign import into Africa but that essential aspects of what we in the West consider democratic values are part of the indigenous African traditions of legitimacy and political process. In the case of Liberia, these democratic traditions include institutionalized checks and balances operating at the local level that allow for the voices of structural subordinates (women and younger men) to be heard and be effective in making claims. Moran maintains that the violence and state collapse that have beset Liberia and the surrounding region in the past two decades cannot be attributed to ancient tribal hatreds or neopatrimonial leaders who are simply a modern version of traditional chiefs. Rather, democracy and violence are intersecting themes in Liberian history that have manifested themselves in numerous contexts over the years. Moran challenges many assumptions about Africa as a continent and speaks in an impassioned voice about the meanings of democracy and violence within Liberia.
