The institutions and the corrupt contract are the base of the following analysis. Corruption happens within a Principal-Agent relationship. Corruption may flourish if economic rents exist, the costs of corruption are low or if the agents have large discretionary power. I discuss whether corruption always has to have negative influence on economic efficency. The empirical part analysis the influence of certain determinantson the CPI. The main findings are: * Corruption can be reduced by increasing the availability of means of communication to a large part of the citizens. * Higher political interest may lead to less corruption due to increased sensitivity towards authority's actions. * Direct regulations of the freedom of trade or entry to business increase the level of corruption; or the level of corruption decreases the ease of trading and doing business.

Whilst clearly being economic in its nature and principle motivation, that of personal gain, it is also clearly determined by a range of institutional, psychological, cultural and social factors which challenge the narrow assumptions that economics uses to model economic behaviour. The idea of 'unethical' behaviour is difficult for economists to analyse given their assumption that all individuals and organisations simply pursue self interest opportunistically. Also, their tendency to maintain in practice that government cannot be trusted and should be restricted from intervening in markets, whilst until recently in theory assuming them to be neutral or even conscientious in their provision of essential services supporting the economy causes obvious problems for judgements on corruption issues. This paper reviews the impacts of corruption, the range of attempted explanations of corruption that economics has presented, and contrasts these with criminological approaches to the same problem. It concludes that economic models of behaviour are of only limited relevance to real world corruption problems at present, suggesting a need for more complex models of individual decision-making.

Here, the authors proceed from the original concept of sustainable management (Ougolnitsky, 2002, 2005, 2010, 2011; Ougolnitsky and Usov, 2010-2014). In contrast to the classical approach of G. Becker and S. Rose-Ackerman (which states that the efficiency of anti-corruption struggle is defined via comparing losses due to corruption and the costs of such measures), the above concept applies certain requirements of sustainable development of a modeled system with proper consideration of economic restrictions. Finally, the empirical base and identification of mathematical models is examined.

In essence, the paper focuses on the sphere of the theoretical preoccupations, trying to offer an interpretation based on extended social and economic analysis that structures and describes the functioning mechanisms of a genuine system of the corruption actions. Most frequently, corruption occurs in the common public-private activities and it has determinations in the central or local governmental structures. The binom corruption - anticorruption has its origin in distinct social actions, with different actors and different logic constructions, aiming to destroy or strengthen the systems of public integrity. In the context of the theoretical approaches, this paper presents for exemplification relevant aspects concerning social perception on corruption and comparisons of the situations in Romania with those in Central and Eastern Europe or the states newly admitted into the European Union. The paper aims a new way for approaching the nonlinear relationship between political stability/instability and corruption. An extended space is granted to the model of corruption market, conditions of balance within its framework, as well as the intrinsic link with the political stability/instability. As it is conceived, the paper enables the enlargement of the theoretical and empirical researches concerning the corruption phenomena.

Book excerpt: Sociological theories of crime include: theories of strain blame crime on personal stressors; theories of social learning blame crime on its social rewards, and see crime more as an institution in conflict with other institutions rather than as in- vidual deviance; and theories of control look at crime as natural and rewarding, and explore the formation of institutions that control crime. Theorists of corruption generally agree that corruption is an expression of the Patron–Client relationship in which a person with access to resources trades resources with kin and members of the community in exchange for loyalty. Some approaches to modeling crime and corruption do not involve an explicit simulation: rule based systems; Bayesian networks; game theoretic approaches, often based on rational choice theory; and Neoclassical Econometrics, a rational choice-based approach. Simulation-based approaches take into account greater complexities of interacting parts of social phenomena. These include fuzzy cognitive maps and fuzzy rule sets that may incorporate feedback; and agent-based simulation, which can go a step farther by computing new social structures not previously identified in theory. The latter include cognitive agent models, in which agents learn how to perceive their en- ronment and act upon the perceptions of their individual experiences; and reactive agent simulation, which, while less capable than cognitive-agent simulation, is adequate for testing a policy’s effects with existing societal structures. For example, NNL is a cognitive agent model based on the REPAST Simphony toolkit.

Book excerpt: Reforming economies have typically placed little attention on the impact of illegal activities on the success of reform/stabilization packages and optimal policy design. This paper aims at developing a framework in which to assess an economy’s response to alternative stabilization/reform packages as a function of the scope of corruption activities. The framework developed herein is a basic one in which only the most fundamental questions (such as the effects of anti-corruption government policies on output and welfare) are examined. The more interesting questions of the optimal design of stabilization and economic reform policies remain to be addressed in future extensions of the model. The framework also accommodates political-economy analysis, and is able to explain why, even when able to eliminate corruption activity altogether, governments may choose not to do so. Our framework differentiates between developing and developed economies according to the income share accruing to capital, as is common in the literature. In equilibrium, the effect of anti-corruption penalties on the economy’s capital stock is greater in developing countries; in particular, we find that the elasticity of the steady state average per capita stock of capital with respect to increases in anti-corruption penalties is increasing in the income share accruing to capital. The model also shows that reductions in public good output, as a fraction of the economy’s total expenditure, lead to larger welfare decreases when in the presence of corruption.

Chapters 2 to 4 deal with the fundamental relationship among voters, legislators, and interest groups, as well as the role of the government bureaucracy in shaping legislative choices. Chapters 5 illustrates the basic relationships with an analysis of a monopolistic government official charged with allocating a benefit through a queuing system, while Chapter 6 retains the assumption of a single official with monopoly power but moves beyond the queuing model to consider alternative sanctioning strategies, a wider variety of bureaucratic tasks, and bribers who may be competitively or monopolisticly organized. Chapters 7 and 8 explore the potential of a system where officials are permitted to compete with one another in processing applications for governmental benefits. Under this system, an individual or firm rejected by one official can seek the benefit from other bureaucrats. Chapter 9 introduces a final administrative variable into the analysis, while Chapter 10 discusses the governmental corruption to analogous corrupt activities entirely within the private sector. Lastly, Chapter 11 looks into the relation between corruption and democratic theory, the possibility of reforming corrupt bureaucracies, and the link between economics and morality. This book will be of value to public servants, legislators, economists, sociologists, and researchers.
