Book excerpt: Over the postwar, the U.S., Europe and Japan have experienced what may be thought of as medium frequency oscillations between persistent periods of robust growth and persistent periods of relative stagnation. These medium frequency movements, further, appear to bear some relation to the high frequency volatility of output. That is, periods of stagnation are often associated with significant recessions, while persistent booms typically are either free of recessions or are interrupted only by very modest downturns. In this paper we explore the idea of medium term cycles, which we define as reflecting the sum of the high and medium frequency variation in the data. We develop a methodology for identifying these kinds of fluctuations and then show that a number of important macroeconomic time series exhibit significant medium term cycles. The cycles feature strong procyclical movements in both disembodied and embodied technological change, research & development, and the efficiency of resource utilization. We then develop a model to explain the medium term cycle that features both disembodied and embodied endogenous technological change, along with countercyclical markups and variable factor utilization. The model is able to generate medium term fluctuations in output, technological change, and resource utilization that resemble the data, with a non-technological shock as the exogenous disturbance. In particular the model offers a unified approach to explaining both high and medium frequency variation in aggregate business activity

It joins the tradition of nonlinear macrodynamic models of cyclical growth, in particular the Goodwin/Kaldor/Phillips-type models of persistent fluctuations and limit cycles. Capital deepening and capital widening investment is introduced into models of cyclical growth. This approach is combined with recent neo-Keynesian analysis of wage-price formation and unemployment theory. Unemployment is decomposed in terms of demand deficiencies, job shortages, and the impact of capital-labor substitution. In this way a dynamic analysis of unemployment in terms of Classical, Keynesian and technological elements is obtained. It is shown that different components of unemployment can display their own cyclical frequencies and patterns. In this way the typical long and short term cyclical behavior of unemployment is simulated by an integrated nonlinear model of persistent growth cycles.

Book excerpt: We construct a rational expectations model in which aggregate growth alternates between a low growth and a high growth state. When all agents expect growth to be slow, the returns on investment are low, and little investment takes place. This slows growth and confirms the prediction that the returns on investment will be low. But if agents expect fast growth, investment is high, returns are high, and growth is rapid. This expectational indeterminacy is induced by complementarity between different types of capital goods. In a growth cycle there are stochastic shifts between high and low growth states and agents take full account of these transitions. The rules that agents need to form rational expectations in this equilibrium are simple. The equilibrium with growth cycles is stable under the dynamics implied by a correspondingly simple learning rule.

After 1860, the idea of a regular business cycle, formulated by Clément Juglar, was increasingly recognised as a recurrent phenomenon. This edition begins with Juglar’s analysis of crises from a monetary standpoint and John Stuart Mill’s analysis of the role of an excessive credit expansion as a characteristic and fuel for speculation. Also included are two key chapters of Marx’s work: his growth model as it is specified in the extended schemes of reproduction and his comments on crisis theory. The final sections present key chapters by Jevons on his theory of sun-spots; Hobson and Mummery’s linking of depressions in trade with insufficient consumption and excessive thrift; Marshall on price fluctuations on as the prevailing endogenous characteristic of cyclical fluctuations and his belief in the existence of a ten year cycle; Mitchell’s analysis of the imbalance between costs and prices that develops over the cycle; Kitchin’s distinction between movements of economic variables composed of either major or trade cycles and minor cycles averaging 40 months; and Kuznets attempt to give a rationale to the secondary secular movements he discovered.

Such failures may not be seriously seen in the short run because market adjusts demand through hoarding of inventory or import of required goods and services. The market also adjusts demand in the long run through expansion of concerned industrial output and also by the entry of new firms. The crucial variable is price which also adjusts the commodity and the labor market. The problem comes when there are issues of overproduction, over capacity utilization of plants, over liquidation and excess supply of money, change in demand because of change in tastes and habits of consumers, households and the public. All these create knife edge disturbances in the economy. As a consequence they need adjustment through some variables such as employment and growth of population, saving propensity, technology, exhaustion of existing inventory, monetary and fiscal balancing. In this volume an attempt has been made to appraise the working of a market economy where short term disturbances may occur, market efficiency reduces, recessionary cycle emerges and after certain fundamental measures the market recovers.
