[...] On-Reserve Housing and Infrastructure: Recommendations for Change | 9 The role of the federal government in housing and infrastructure S imilar to housing, the federal government maintains that it "provides funding for community infrastructure on reserve to First Nations as a matter of social policy."13 Investment in infrastructure on reserves is funda- mental to the functioning of First Nations c [...] This fund, which is managed by the FNIF, has allocated $138.9 million in funding for on-reserve infrastructure development in First Nations communities between 2014 and 2019.14 As the committee noted in the interim report on housing, funding for the construction and maintenance of existing housing on reserve is provided by AANDC and the Canada Mortgage and Housing Corporation (CMHC). [...] The committee heard that CMHC provides funding for the construction of approximately 400 new homes and the renovation of 1,000 homes per year.15 The majority of witnesses that appeared before the committee stated that it will be almost impossible to address the housing and infrastructure deficit with federal funding alone.

With or without formal self-government, Aboriginal communities and nations are increasingly assertive in establishing their own authority in areas as diverse as education, land management, the administration of justice, family and social services, and housing. The 2013 State of the Federation volume gathers experts and practitioners to discuss the contemporary dynamics, patterns, and challenges of Aboriginal multilevel governance in a wide range of policy areas. Recent court decisions on Aboriginal rights, notably on the duty to consult, have forced provincial and territorial governments to develop more sustained relationships with Aboriginal organizations and governments, especially in the management of lands and resources. Showing that Aboriginal governance is, more than ever, a multilevel reality, contributors address questions such as: What are the challenges in negotiating and implementing these bilateral and trilateral governance agreements? But Chelsea Vowel asks, “Instead of accepting that the buffalo, and our ancestral ways, will never come back, what if we simply ensure that they do?” Inspired by classic and contemporary speculative fiction, Buffalo Is the New Buffalo explores science fiction tropes through a Métis lens: a Two-Spirit rougarou (shapeshifter) in the nineteenth century tries to solve a murder in her community and joins the nêhiyaw-pwat (Iron Confederacy) in order to successfully stop Canadian colonial expansion into the West. A Métis man is gored by a radioactive bison, gaining super strength, but losing the ability to be remembered by anyone not related to him by blood. Nanites babble to babies in Cree, virtual reality teaches transformation, foxes take human form and wreak havoc on hearts, buffalo roam free, and beings grapple with the thorny problem of healing from colonialism. Indigenous futurisms seek to discover the impact of colonization, remove its psychological baggage, and recover ancestral traditions. These eight short stories of “Métis futurism” explore Indigenous existence and resistance through the specific lens of being Métis. Expansive and eye-opening, Buffalo Is the New Buffalo rewrites our shared history in provocative and exciting ways.

The authors propose creation of a First Nations Property Ownership Act that would make it possible for First Nations to take over full ownership of reserve lands from the Crown, arguing that permitting private property on reserves would provide increased economic advantages.
