This new study challenges previous assumptions and sets out a new analysis of the dynamics of rent and rent seeking in development, using Vietnam as a case study. This book provides an alternative approach to the study of economic development and illuminates new perspectives in a contemporary context. It argues that not only has there been an incomplete understanding of Vietnam’s industrial development over the last three decades, but that neoclassical economics do not adequately address many of the issues endangering Vietnam’s development. A significant observation of the Vietnamese experience is the analytical view that rents can be developmental and growth enhancing if the configuration of rent management incentivizes industrial upgrade and conditions firm performance. Underlining the need to reexamine how economic actors and the state collaborate through formal and informal institutions, this study fills a gap in the scholarship of the political economy of rent and rent seeking and how rents might be used for developmental purposes.

While exclusion and differential inclusion have long been features of development in the Global South, economic globalization has introduced new forms with which Global South countries must grapple. The book highlights the main policy drawbacks of most official approaches: neglect of the need to enhance the role and capacity of states, the focus on certain types of poverty alleviation strategies, and the tendency to disregard the need for productive employment generating activities and rural development. Neglect of issues of power and politics, however, is the most glaring inadequacy. Teichman argues that making progress toward inclusive development is primarily a political struggle. We take the view that the main reason behind the Philippines' lagging growth and development outcomes in the regional context lies in a sluggish transformation of the economy---in particular, stagnant industrialization. Chronic problems of unemployment, poverty, and low investment are reflections of weak industrial development. The economy has been led by services, and it has been further shifting toward services with the growing business process outsourcing. Nevertheless, sole development of the services sectors is not sufficient to address the development challenges and lead to inclusive growth. We propose more targeted public sector support, which focuses on specific industries and products for industrial upgrading and diversification. This report shows a methodology of choosing products for targeted public sector support, and recommends effective dialogue between the public and private sectors to identify constraints specific to the target products and to develop adequate solutions. The Philippines needs to develop a stronger industrial base to enable the economy to "walk on two legs" of industry and modern services, to create productive job opportunities for the growing working-age population.

It is a disequilibrium between increased economic interconnectedness and increased isolation/exclusion. This unique challenge in the 21st century calls for a unique solution: Ubuntu. Africa might be the last place where experts would look for an economic solution, but it ironically holds the secret to restoring the right equilibrium in the economy. Ubuntu’s ability to reconnect the marginalised with the mainstream by putting emphasis on our humanness, connectedness, collective growth through expansion and improved efficiency creates new capacity for the economy to rebalance itself towards genuine and sustainable progress. Ubuntu encapsulates that which is the opposite of economic exclusion (i.e. inequality, poverty, unsustainable growth, limited profits, etc.), namely economic inclusion. However, only a small window of opportunity exists – in and after the COVID-19 pandemic – to implement Ubuntu as a fundamental economic principle in order for it to be an effective remedy. The global economy and most local economies have entered the phase of rebuilding with a serious drawback: after the previous global financial crisis, both the economy and government’s capacity to recover are severely limited as unemployment levels, debt levels and natural resource depletion levels keep soaring, resulting in dangerous levels of economic exclusion and social instability. To this and more, the inclusive economy presents tangible solutions.
