Each institution had its own end and was good as it fulfilled this. Religion is a good thing, said they, let it be endowed; starvation is bad for the buttonsellers, let them be protected. We see the end selected as good by the common verdict of the times, then the simplest means adopted to secure that end; and by the intuitive true insight of the emotions the system worked well for a time, it had a root in the human nature of that age at least.
