On Floods and Photo Ops: How Herbert Hoover and George W. Bush Exploited Catastrophes focuses on the visual record of two such tests: the relief efforts led by Commerce Secretary Hoover during the 1927 Mississippi River flood and the Bush team's response to Hurricane Katrina. By concentrating on these two historic events, Paul Martin Lester discusses political photography, particularly the use of photo ops during catastrophes. He illuminates the evolution of a genre and explores the differences and similarities between these two American politicians. Hoover and Bush reached the pinnacle of political achievement, only to lose in the court of popular opinion. From two photo ops that occurred almost eighty years apart, Lester offers a model for close readings and comparisons of images in practicing visual history. Under Lester's examination, these otherwise unremarkable photographs speak volumes about political response to natural disasters. He offers readers not just a deeper appreciation of these pictures but a methodology for seriously studying photographs and what they can reveal about a historical moment. Paul Martin Lester is a professor of communications at California State University, Fullerton. The political establishment continues to build upon the social and cultural foundation he laid. That foundation, while under stress, remains fundamentally sound as the nation enters the twenty-first century. The criticisms rained down upon American materialism echo dangers Hoover warned against. He subscribed to the maxim that a genuinely good society is not one premised upon material values; it is established upon a widely distributed sense of well-being grounded in service and compassion. Hoover never lost sight of the imperative of selflessness for the good of others, the nation, and oneself within an individualistically driven society rich in comforts and security. He sedulously worked to create a middle-class identity which spoke to material well-being and fundamental decency. A true believer, Herbert Clark Hoover energetically embraced the “American Promise.”

Book excerpt: This book explores the feasibility of using El Niño-Southern Oscillation (ENSO)-based forecasts and early warning systems to prevent losses from floods and droughts in Bangladesh. Despite advances in short-range flood forecasting and information dissemination systems in Bangladesh, the present system is less than satisfactory. This is due to short lead-time products, outdated dissemination networks, and lack of direct feedback from the end-user. One viable solution is to produce long-lead seasonal forecasts—the demand for which is significantly increasing in Bangladesh— and disseminate these products through appropriate channels. As observed in other regions, the success of seasonal forecasts, in contrast to short-term forecasts, depends on consensus among the participating institutions. Therefore, the primary objective of the book is to revisit and modify the framework of an ideal warning response system for issuance of consensus seasonal flood forecasts in Bangladesh. The book discusses issues related to the 5-stage Flood Forecasts, Warning, and Response System (FFWRS) and emphasizes the role of the seasonal ‘Climate Outlook Forum (COF)’ in Bangladesh. The book also identifies ways to improve forecasting and early warning systems by utilizing ENSO-based climate data and models, and discusses a comprehensive and participatory approach to seasonal flood hazard management in Bangladesh. Several successful case examples of ENSO-based seasonal forecasts and early warning systems from other ENSO-sensitive regions have been documented. The primary audience includes academics and students, government policymakers, engineers, and business leaders.
