Book excerpt: The 2010 U.S. Census data showed that over the last decade the Latino population grew from 35.3 million to 50.5 million, accounting for more than half of the nation’s population growth. The editors of The Roots of Latino Urban Agency, Sharon Navarro and Rodolfo Rosales, have collected essays that examine this phenomenal growth. The greatest demographic expansion of communities of Mexican Americans, Puerto Ricans, and Cuban Americans seeking political inclusion and access has been observed in Los Angeles, Miami, Chicago, and San Antonio. Three premises guide this study. The first premise holds that in order to understand the Latino community in all its diversity, the analysis has to begin at the grassroots level. The second premise maintains that the political future of the Latino community in the United States in the twenty-first century will be largely determined by the various roles they have played in the major urban centers across the nation. The third premise argues that across the urban political landscape the Latino community has experienced different political formations, strategies and ultimately political outcomes in their various urban settings. These essays collectively suggest that political agency can encompass everything from voting, lobbying, networking, grassroots organizing, and mobilization, to dramatic protest. Latinos are in fact gaining access to the same political institutions that worked so hard to marginalize them.

Book excerpt: Englishman Robert Livermore jumped ship in Southern California in 1822, yet just 15 years later became the respected owner of the 40,000-acre Las Positas land grant. Here he built his new Californio wife an adobe house in 1839. The wealth that flowed into California during the gold rush allowed Livermore to import a two-story house around the Horn, but entrepreneurs and squatters flowed in as well. Nathaniel Patterson opened the first hotel in the old Livermore adobe, frequented by miners on their way from the South Bay to the Sierra gold mines. Laddsville, a village built where the roads to Stockton and Dublin met, was also a going concern until the Central Pacific pushed over the Altamont Pass. On this line grew the town founded by William Mendenhall in 1869, named for pioneer Livermore, who had died more than a decade earlier. Soon Livermore became the valley's commercial center for hay, wheat, barley, wine grapes, and ranching.

This book draws on exhaustive archival research to review the history of newspapers in these communities from the arrival of the first press in the region to publication of the last edition of Santa FeÕs El Nuevo Mexicano. Gabriel MelŽndez details the education and formation of a generation of Spanish-language journalists who were instrumental in creating a culture of print in nativo communities. He then offers in-depth cultural and literary analyses of the texts produced by los periodiqueros, establishing them thematically as precursors of the Chicano literary and political movements of the 1960s and Õ70s. Moving beyond a simple effort to reinscribe Nuevomexicanos into history, MelŽndez views these newspapers as cultural productions and the work of the editors as an organized movement against cultural erasure amid the massive influx of easterners to the Southwest. What would happen if the Supreme Court overruled it? What is the DREAM Act and how would this proposed federal law affect the lives of undocumented students? How have immigration raids affected public school children and school administrators? To shed some light on these vital questions, the authors provide a critical analysis of the various legal and policy aspects of the U.S. educational system, asserting that both the legal and educational systems in this country need to address the living and working conditions of undocumented Latino students and remove the obstacles to educational achievement which these students struggle with daily.
