Book excerpt: La presente monografía, titulada OIT y América Latina: trabajo y justicia social, aborda un tema relevante y de trascendencia global. Dicho trabajo colectivo de investigación reúne una serie de colaboraciones realizadas por especialistas en materia laboral y de protección social. Los estudios tienen como hilo conductor el análisis de los problemas y de los retos existentes en el mundo del trabajo, a través del estudio de la labor de la OIT y de su desarrollo en las distintas realidades de los países de América Latina. El libro pone de manifiesto el papel institucional de la OIT en el modelo de gobernanza del trabajo y su proyección en América Latina. Se destaca la orientación de la acción normativa internacional, así como los programas específicos de acción de dicha institución internacional. Este estudio intenta presentar los fundamentos necesarios de un renovado contrato social relativo al trabajo protegido y con derechos. Con carácter general, se aboga por la protección del trabajo desde la propia perspectiva de la garantía de los Estados Sociales de Derecho, ante la actual situación de crisis económica y social. Ciertamente, nos encontramos ante la necesidad de alcanzar un nuevo modelo de gobernanza del trabajo, basado en dar respuesta a los retos relativos al futuro del trabajo, y todo ello sin descuidar la necesaria tutela de los derechos fundamentales internacionales. Los distintos estudios de la presente monografía realizan un enfoque actual en relación con el auténtico desafío protector que las nuevas formas de trabajo suponen para el Derecho del Trabajo. Ello supone, en definitiva, la reafirmación de la función protectora del Derecho del Trabajo, que está llamada a establecer los nuevos límites frente a los riesgos existentes en el mundo del trabajo.

Yet, its social movements are less known to international audiences. This book analyzes Paraguay’s principal social movements since the transition to democracy and examines how, in the context of a weak state, authoritarian political elite, and a deficient democratization process, they contribute to progressive policy, socio-economic development, and democracy. Using critical perspectives in sociology, anthropology, geography, and political science, we bring together scholars, activists, and practitioners of social critique and community organizing. They reflect on movements involving peasant, indigenous and agrarian rights to land and livelihoods, LGBTQ and feminist struggles, labor union struggles, and student demands for access to quality education and social development, while exploring how the particularisms of Paraguay result in differences from other Latin American movements and how overarching regional tendencies may explain the similarities. This volume is the first English-language book on social movements in Paraguay. As such, it aims to provide a deeper understanding Paraguay’s principal social movements since the transition to democracy. This volume contributes to analyzing how social movements within the context of aweak state, authoritarian political elite, and a deficient democratization process contribute to progressive public policy, socio-economic development, and democracy. In addition, this book focuses on how Paraguayan social movements are similar to or different from their Latin American counterparts, how the particularism of Paraguay explains these variations and how overarching regional tendencies explain the similarities. The contribution of this volume is twofold: to provide new empirical examples in the study of Latin American social movements and their contribution to development and democracy, as well as to validate or challenge social movement theories by employing empirical studies of Paraguayan social movements. Each chapter delves into the background to a specific movement, while closely analyzing the movement in the post-Lugo era (2012-2021). Together the chapters in this book contribute to a better understanding of social movements in Paraguay and Latin America thus dialoguing with the existing literature and social movement theories and considering how such studies can further our understanding of social movements in Paraguay and in Latin America in general. Finally, the study of different social movements within the Paraguayan context takes into consideration the links that each movement has forged with other such movements in Latin America, including the contributions that Paraguayan social movements have made to regional networks.

Book excerpt: In the last ten to fifteen years, profound structural reforms have moved Latin America and the Caribbean from closed, state-dominated economies to ones that are more market-oriented and open. Policymakers expected that these changes would speed up growth. This book is part of a multi-year project to determine whether these expectation have been fulfilled. Analysing the impact of the reforms on employment it is argued that expectations were not fulfilled with respect to the operation of the labour markets. The reforms limited the expansion of employment in some sectors, particularly in tradeable goods. They also created a bias in labour demad for better educated workers which exacerbates inequality. It is thus made clear that the region faces major challenges both in increasing the number of jobs and improving job equality.
