Book Spill Response System Configuration Study

Download or read book Spill Response System Configuration Study written by and published by . This book was released on 1996 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report describes the development of a prototype decision support system for oil spill response configuration planning that will help U.S. Coast Guard planners to determine the appropriate response equipment and personnel for major spills. The report discusses the application of advanced artificial intelligence planning techniques, as well as other software tools for spill trajectory modeling, plan evaluation and map display. The implementation of the prototype system is discussed in the context of two specific major spill scenarios in the San Francisco Bay.

Book Northern San Francisco Bay Ecological Risk Assessment Potential Crude by Rail Incident

Download or read book Northern San Francisco Bay Ecological Risk Assessment Potential Crude by Rail Incident written by Meagan Bowis and published by . This book was released on 2016 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Oil spill models, ecological risks, response options, and costs were assessed for a discharge of Bakken crude oil into the Northern San Francisco Bay from a train derailment. This assessment was based on the risk of crude by rail derailments into the San Francisco Bay; in 2014, California oil refineries imported over 240 million gallons of Bakken crude oil by rail for processing. A hypothetical scenario was developed from a derailment on the Union Pacific Railroad Bridge and discharging 100,000 gallons of Bakken crude oil into the Northern San Francisco Bay. The oil trajectory impacted the Carquinez Strait, Suisun, San Pablo, and northern Central Bays, totaling 64 square miles of water surface and 11 square miles of shoreline oiled. The fate of the Bakken crude oil will immediately begin to evaporate for approximately 12 hours and disperse into the water column for 5 days. Afterward, the oil will begin to emulsify and 40% of the oil will remain on the surface. Approximately 34 environmentally sensitive sites have a 20% chance or greater of being oiled. Susceptible bird species are predominantly present in fall and winter; plants are more susceptible during periods of growth in the spring and summer. The high dispersion rate threatens fish and benthic organisms. Response methods were analyzed for cost, effectiveness, and additional ecological impacts. Shoreline oiling should be limited and mitigated depending on the incident circumstances: allowing the oil to burn if fire occurred during derailment; or by dispersant application coupled with mechanical recovery, natural recovery, and minimal shoreline cleanup with planting. Cost of response actions range from $233,000 to $4.4 million; total cost including natural resource damages is estimated at $18.4 million. Recommend increasing rail safety standards to prevent further incidents and rail company involvement with oil spill response planning to increase response effectiveness.

Book Stakeholder Perspectives About Marine Oil Spill Response Objectives

Download or read book Stakeholder Perspectives About Marine Oil Spill Response Objectives written by Seth Tuler and published by . This book was released on 2014 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Marine oil spills can cause major social, economic, and ecological disruptions. Spill response managers must weigh different options and objectives when deciding what to do. We investigated the ways in which preferences for spill response objectives vary among those who are responsible for oil spill contingency planning and response in Buzzards Bay, Delaware Bay, San Francisco Bay, and Washington State regions. We begin this paper with a discussion of the research method used in the study: the Q method. In Buzzards Bay, Delaware Bay, and San Francisco Bay three perspectives were identified in each case. In Washington State, two perspectives were identified. An analysis of the 11 case-specific perspectives reveals that they can be described by four 'composite' perspectives that describe how different stakeholders prioritize spill response objectives. These four perspectives are compared on several themes, including the emphasis they placed on mitigating economic impacts, protecting health and safety, mitigating ecological impacts, implementing a coordinated and timely response, addressing the needs and concerns of the affected public/communities, gaining public support for the response, mitigating cultural impacts, and mitigating social nuisance impacts. The implications for spill response planning and spill response evaluation are discussed.
